Ed Ogrodny of Mountain Coal Company(MCC)accompanied the inspection. The weather was cloudy <br /> and mild. The mine was active. <br /> HYDROLOGIC BALANCE-Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6;Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Sediment control and clean water diversion structures in Sylvester gulch,upstream of and including the <br /> SG-1 pond,were inspected. Generally all structures were in good order and appeared to be functioning as <br /> designed.A black culvert which outlets at the same point as CCW-1B (into a drop-inlet,which conveys the water <br /> under the SG-1 access road and then into the gulch)could not be identified during the inspection and is not shown <br /> on Map 54B.MCC staff will look into the matter. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The longwall was in the SS2 panel at around cross-cut 17. <br /> Development of the SS3 headgate was in progress,at around cross-cut 7. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> The surface of the RPEE was smooth and compact,with a clear grade allowing it to drain to the north- <br /> west.No material was being transported to the RPEE at the time of the inspection. <br /> A temporary stockpile of refuse had been placed on the surface of RPE. <br /> RECLAMATION SUCCESS-Rule 4.15,Rule 3: <br /> Following an environmental audit by consultants with Geosyntec,MCC had identified a need to control <br /> ninoff and repair rills on the reclaimed slopes of the RPEE.
