Mr. Dustin Czapla 14 <br /> CDRMS <br /> September 24, 2021 <br /> Response <br /> 6.4.21(a) Primary containment of spills within the existing mill building will be contained in the <br /> sump area. This sump area —with a capacity of about 5,000 gallons - is already in place and <br /> will be expanded to contain a total of 6,800 gallons and will be sealed with an approved sealant <br /> prior to commencement of operations. In addition, the leach tank area will also include primary <br /> containment, but is not yet constructed. The constructed containment area will have a capacity <br /> of about 9,900 gallons. Secondary containment, in the unlikely event of a catastrophic leak will <br /> be the TSF. The TSF will at a minimum maintain a 3-ft freeboard. The bottom 1-ft of this <br /> freeboard will have the capacity to contain 650% of all plant solutions. <br /> The schedule to complete this is: <br /> ■ The TSF will be completed on approximately Sept. 251h 2021. <br /> ■ Reclamation Permit approval October 11th 2021 <br /> ■ CUP Submittal October 18th 2021 <br /> ■ CUP Approval December 17th 2021 <br /> ■ Construction of the leach tank area will be complete on March 17th 2022 depending on <br /> permit and CUP approval, and weather/season. <br /> • Lining of the sump will be done in conjunction with the re-fit of the mill, and completed <br /> approximately January 14th, 2022 depending on the permit and CUP approval. <br /> CJK commits to inform CDRMS as soon as our construction schedule is confirmed. <br /> CJK commits to make approval of the above item as condition of permit approval. <br /> 22. Rule 6.4.21 EXHIBIT U—Environmental Protection Plan—Quality Assurance and <br /> Control <br /> Pursuant to Rule 6.4.21(16) please describe the Quality Assurance and Quality <br /> Control program and measures to be employed during construction of those <br /> Environmental Protection Facilities that typically warrant Quality Assurance and <br /> Quality Control. <br /> Response <br /> New structures requiring a permit will be designed and engineered by licensed professional <br /> engineers and follow the inspection process dictated by Lake County. <br /> 23. Rule 6.4.21 EXHIBIT U — Environmental Protection Plan — Plant Growth Medium <br /> In order to assure that acceptable plant growth medium is preserved, and to <br /> determine what soil amendments may be necessary to promote reclamation, <br /> pursuant to Rule 6.4.21(17) please: <br /> (a) provide a soil survey map of the proposed affected area that delineates soil <br /> units, soil texture, estimated cubic yards of soil and subsoils available for <br /> reclamation and if saved, where such material will be stockpiled for <br /> reclamation; <br /> (b) such map shall be based on site specific soils investigations and shall be on <br /> such a scale as to provide a basis for soil management recommendations and <br /> be the same scale as the reclamation map; and <br /> (c) provide, for each soil map unit, in tabular form, all data from analyses of <br /> representative samples of surface and subsurface soil units as to: <br />
