Walstrum Spur Amendment, Exhibit D—Mining Plan revised September 2021
3.8 Intended Use of Incidental Products
6.4.4(h) name and describe the intended use of all expected incidental products to be mined/extracted by the
proposed operation
The overburden will be manufactured into road base product. The gneiss rock will be manufactured into the
aggregate products. No other incidental products will be produced.
3.9 Explosives
6.4.4(i) Specify if explosives will be used in conjunction with the mining (or reclamation). In consultation with the
Office, the Applicant must demonstrate, pursuant to Subsection 6.5(4), Geotechnical Stability Exhibit, that offsite
areas will not be adversely affected by blasting.
Explosives are currently used in the Existing Quarry and will continue to be used in the same manner in the Spur
Amendment area. Explosives such as Ammonium Nitrate — Fuel Oil (ANFO) or an emulsion are used as the
explosive agent. Explosives are delivered to the site as needed; no explosives are stored on-site. Precise
quantities of the explosive agent are added to each drill hole to achieve a certain powder factor that varies based
on the density of the rock being blasted and based on the intended rock product. Blasting is done with modern
detonation methods to achieve millisecond delays between holes so as to minimize noise and vibration from the
blast.
3.10 Haul Roads
6.4.4(j) Specify the dimensions of any existing or proposed roads that will be used for the mining operation.
Describe any improvements necessary on existing roads and the specifications to be used in the construction of
new roads. New or improved roads must be included as part of the affected lands and permitted acreage.
Affected land shall not include off-site roads which existed prior to the date on which notice was given or permit
application was made to the office and which were constructed for purposes unrelated to the proposed mining
operation and which will not be substantially upgraded to support the mining operation. Describe any associated
drainage and runoff conveyance structures to include sufficient information to evaluate structure sizing.
There is an existing 100-foot wide haul road within the Existing Quarry as shown on Exhibit C-2. The existing
haul road will be extended into the Spur Amendment area. The location of the Spur Amendment area haul road is
presented in Exhibit C-3 but will vary based on operational considerations as the Spur Amendment develops.
The Spur Amendment haul road will be 100 feet wide and will be constructed from available onsite materials.
Discussion of drainage is presented in Exhibit G and Section 3.3 of this Exhibit.
3.11 Mining Map Cross-References
6.4.3.(a) all adjoining surface owners of record;
SEE MAP IN EXHIBIT C-2 PRE-MINING CONDITIONS
6.4.3.(b) the name and location of all creeks, roads, buildings, oil and gas wells and lines, and power and
communication lines on the area of affected land and within two hundred(200) feet of all boundaries of such area;
SEE MAP IN EXHIBIT C-2 PRE-MINING CONDITIONS
6.4.3.(c) the existing topography of the area with contour lines of sufficient detail to portray the direction and rate
of slope of the affected land;
SEE MAPS IN EXHIBIT C-2 PRE-MINING CONDITIONS AND C-3 MINING MAP
6.4.3.(d) the total area to be involved in the operation, including the area to be mined and the area of affected
lands (see definition of"Affected Land');
SEE MAP IN EXHIBIT C-3 MINING MAP AND ACREAGE TABLE SHOWN ON C-5 MINING DETAILS
6.4.3.(e) the type of present vegetation covering the affected lands; and
oTETRA TECH P a g e 7 1 9
