Our initial <br /> review indicates that all preliminary items required by Rules 2.01, 2.03, 2.04, 2.05, and 2.06 have not <br /> been submitted. Thus,your application is incomplete for the purposes of filing as of 28 October <br /> 2016. Also reviewed for any possibly applicable information to permit C-2016-090 were the original <br /> Healey Mine permit(C-1976-014), and the subsequently withdrawn Conversion Application for a 112 <br /> permit. <br /> Please understand that the State coal mining law in place in 1976 when the original Healy Mine <br /> permit was issues was less stringent than current law. For this reason there are numerous items listed <br /> in this letter requiring documentation. DRMS looks forward to assisting you in addressing these <br /> items. <br /> The following is a list of Rules that must be addressed in order for the application to be deemed <br /> complete. For each section, it is noted if the information submitted addresses the requirements of the <br /> Rule. An attempt was made to cite any pertinent information from the original Healey Mine permit <br /> file. <br /> 1.
