PERMIT#:M-1998-013
INSPECTOR'S INITIALS: ECS
INSPECTION DATE: September 9,2021
OBSERVATIONS
This was a routine monitoring inspection conducted by DRMS at the Bestway Concrete"The Shores" site. The
inspection was conducted by Eric Scott of DRMS. DRMS met site representatives Erik Vieyra and Hall Irwin
representative Al Schlosser at the scale house at approximately 10:45. DRMS noted that mining activity was
taking place in the Pond A area according to the approved mining plan at the time of the inspection.
This site inspection was requested by the permittee to obtain DRMS feedback regarding the existing conditions
of Ponds B, C, D and E with respect to final reclamation. The slurry walls (clay liner for Pond E) for these
reservoirs have all been approved by the SEO at this time. For ponds B, C, and D some minor shoreline
earthwork will be required to remove any benches created by wave action and to make sure the shoreline is not
steeper than 3:1, H:V in any areas. There will also need to be significant efforts made to control weeds and
establish the approved reclamation vegetation surrounding these reservoirs before a release request is submitted.
Most of the existing vegetation currently present consists of weedy species. The Pond E shoreline, as well as
the area surrounding Pond E, will require much more surface grading and re-sloping to meet the reclamation
requirements. It does not appear that any final grading or reseeding has been successfully completed in the area
surrounding Pond E at this time.
As noted on the first page of this report, two issues were noted during the inspection that will require immediate
attention by the corrective action date of 11/9/21. The first is the presence of Tamarisk along the shorelines of
several of the reservoirs. Tamarisk is a listed noxious species and will need to be eliminated from the permit
area. The second is the lack of permit boundary markers in several areas. The permittee will need to resurvey
and replace boundary markers as needed to define the full extent of the permit boundary.
Inspection Contact Address
Erik Vieyra,
Bestway Concrete Company
301 Centennial Dr.
Milliken,CO 80543
