Reilley, Environmental Protection Specialist <br />FROM: Sarah Brucker, P.E. <br />RE: Raindance Reservoir #2, File No. M-2021-049 <br />Applicant/Operator: VIMA Partners, LLC; 970-686-5828 <br />NE'/a Section 6, Twp. 5 North, Rng. 67 West, 61h P.M. <br />Water Division 1, Water District 3, Weld County <br />❑x The proposed operation does not anticipate exposing groundwater. Therefore, exposure of <br />groundwater must not occur during or after reclamation activity. <br />❑x Water will be used at the site for dust control, construction, and reclamation purposes. The applicant <br />will need to document that the water was obtained from a legal source and provide such <br />documentation to this office upon request. <br />❑x If material will be removed below the groundwater table, the applicant must obtain a substitute water <br />supply plan to replace depletions resulting from the removal of groundwater within the mined product. <br />❑x Any stormwater runoff intercepted by this operation that is not diverted or captured in priority <br />must be released to the stream system within 72 hours; otherwise the operator will need to make <br />replacements for evaporation. <br />COMMENTS: The subject application is for a surface mining operation on 91.1 permitted acres located just <br />south of the Town of Windsor. The site is proposed to be reclaimed to developed water resources. This <br />application encompasses the 30 acres included under permit no. M-2021-020 and an additional 61.1 acres to <br />allow for the construction of the proposed reservoir. <br />The primary commodity to be mined at the site is sandy clay borrow material, which is being removed for the <br />purposes of creating a reservoir. Mining has begun under permit no. M-2021-020 and is expected to continue <br />through November 2022. <br />If groundwater is encountered during mining or reclamation, the applicant proposes to dewater the site, with <br />all water discharged to the outlet point of the adjacent detention pond without use. Should temporary <br />dewatering for construction purposes be necessary, the applicant will need to submit a Notice of Intent to <br />Construct Dewatering Wells (GWS-62) to this office at least 72 hours in advance. If material is mined below the <br />groundwater table, including in a dewatered state, the applicant will need to make replacements for water <br />removed with the mined material in accordance with the General Guidelines for Substitute Water Supply Plans <br />for Sand and Gravel Pits. <br />Water for dust control purposes during construction of the reservoir will be purchased from the Town of <br />Windsor via a fire hydrant meter.
