24 August 2021 C-1994-082/Yoast Mine RAR HYDROLOGIC BALANCE Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Drainage- Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18 o Dam outslopes at all ponds visited appeared stable and functioning adequately at the time of inspection. No seepage was detected at any pond. o Pond 10 was full and discharging a Trickle of water. The flume was in good repair. The water appeared turbid. Many waterfowl were on the pond. o Pond 12 was discharging clear water at the time of inspection. The reading in the staff gauge was 0.01 feet. Some moss and aquatic vegetation were removed from the flume. o Pond 13 held water and was not discharging at the time of inspection. The water was so low that the discharge structure was well outside the water line. o Pond 14 was holding clear water. SLIDES and OTHER DAMAGE 4.12 o The site, in the past, has experienced soil movement in the form of slumps and slides. At the time of inspection no evidence of recent new movement was apparent at any slumped areas. RE VEGETATION - Rule 4.15 General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 o Reclamation and revegetation have been completed at this site, with most of the site phase II and Phase III bond released. o Pond banks and dam outslopes appeared well vegetated at the time of inspection. o Establishing vegetation on slide and slump areas is problematic due to slope and aspect and these areas remain sparsely vegetated. o The drainage above Pond 12 represents the only Phase I reclamation remaining at the site. FISH and WILDLIFE— RULE 4.18 o Abundant wildlife is often observed throughout the site mine. Wildlife included red tailed and Cooper hawks, and waterfowl consisting of merganser ducks, geese and others. Deer were also noted during the inspection.
