24 August 2021 C-1994-082/Yoast Mine RAR <br />HYDROLOGIC BALANCE Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge <br />Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring <br />4.05.13; Drainage- Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream <br />Buffer Zones 4.05.18 <br />o Dam outslopes at all ponds visited appeared stable and functioning adequately at the time <br />of inspection. No seepage was detected at any pond. <br />o Pond 10 was full and discharging a Trickle of water. The flume was in good repair. The <br />water appeared turbid. Many waterfowl were on the pond. <br />o Pond 12 was discharging clear water at the time of inspection. The reading in the staff <br />gauge was 0.01 feet. Some moss and aquatic vegetation were removed from the flume. <br />o Pond 13 held water and was not discharging at the time of inspection. The water was so <br />low that the discharge structure was well outside the water line. <br />o Pond 14 was holding clear water. <br />SLIDES and OTHER DAMAGE 4.12 <br />o The site, in the past, has experienced soil movement in the form of slumps and slides. At <br />the time of inspection no evidence of recent new movement was apparent at any slumped <br />areas. <br />RE VEGETATION - Rule 4.15 <br />General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br />o Reclamation and revegetation have been completed at this site, with most of the site phase <br />II and Phase III bond released. <br />o Pond banks and dam outslopes appeared well vegetated at the time of inspection. <br />o Establishing vegetation on slide and slump areas is problematic due to slope and aspect <br />and these areas remain sparsely vegetated. <br />o The drainage above Pond 12 represents the only Phase I reclamation remaining at the <br />site. <br />FISH and WILDLIFE— RULE 4.18 <br />o Abundant wildlife is often observed throughout the site mine. Wildlife included red tailed and <br />Cooper hawks, and waterfowl consisting of merganser ducks, geese and others. Deer were also <br />noted during the inspection. <br />INSPECTION, ENFORCEMENT and CIVIL PENALTIES RULE 5 <br />Inspections 5.02; Availability of Records <br />Permit documents were inspected.
