The plot was <br /> observed from the overlook of the West Pit. Topsoil had been placed in the region of the test plot and according to <br /> a Colowyo representative, seeding and tubling placement had not yet occurred.The area plans to be fenced in but <br /> at the time of the inspection,no fencing had been placed yet. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> The mine identification sign was observed at the mine entrance.All information for compliance was present. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br /> Topsoil stripping occurred within the Little Collom Gulch prior to the inspection. Topsoil stripping began at the <br /> switchback of the Collom in-pit haul road and moved south within the drainage.
