CCR-a} 9L1 ER VIIV-5 <br /> 3.9.2 Loading/Unloading Procedures (40 CFR 112.7(h)(2)&(3)) <br /> Vehicle and site equipment filling operations are conducted by facility personnel trained in <br /> proper discharge prevention procedures.The equipment operator or other facility personnel <br /> remain with the equipment while fuel is being transferred. Transfer operations are performed <br /> according to the procedures outlined in Table 3.3. This table is posted at all loading/unloading <br /> locations. <br /> Table 3.3 Hydrocarbon Transfer Procedures <br /> Prior to transfer <br /> Inspect area and position spill kit for rapid response to any discharge <br /> Visually check all hoses for leaks and wet spots <br /> Verify that sufficient volume is available in the receiving container <br /> Secure the delivery vehicle with wheel chocks, interlocks and parking brake <br /> Verify proper alignment of valves <br /> Verify proper functioning of the pumping system <br /> When making a connection, shut off the vehicle engine <br /> Use a drip pan <br /> During transfer <br /> With Class 3 materials,shut off the vehicle engine unless required to operate a pump <br /> Driver must remain with the vehicle at all times during transfer operation <br /> Periodically inspect systems, hoses and connections <br /> Keep valves and pressure relief valves on the receiving container open <br /> j Monitor the fill level in the receiving container to prevent overflow <br /> I <br /> Monitor rate of flow <br /> I When topping off, reduce flow rate to prevent overflow <br /> Before disconnecting <br /> j Verify the transfer operation is completed <br /> Verify hoses are drained <br /> Close all tank and loading valves <br /> Close all vehicle internal, external and dome cover valves <br /> Disconnect hoses <br /> Cap hoses and other connecting devices before moving them j <br /> Close all connections to the receiving container <br /> Inspect area for any discharge, cleanup immediately <br /> Return tools and spill kit to their proper locations <br /> Table 3.4 Reagent Transfer Procedures <br /> Spill Prevention Control and Countermeasure Plan 191 <br />
