August 15, 2021 4m 1-1 <br /> Division of Reclamation, Mining, and Safety ��G 1 4001111 <br /> 1313 Sherman St., Room 215 ,P <br /> Denver, CO 80203 <br /> Subject: Permit No. M-2021-046 <br /> As a resident of Dawson Ranch neighborhood in Canon City, Fremont County, I'm <br /> writing about the Zephyr Gold USA Ltd. mining permit that is under consideration by <br /> you. I don't see any reason you should deny their application, certainly nothing strong <br /> enough to cancel someone's property rights (i.e. their right to use their mineral rights). I <br /> believe that you need to have proof"beyond a reasonable doubt" to take away <br /> someone's rights, and that isn't present here. <br /> If there is a reasonable restoration plan, and a reasonable surety bond required of them <br /> to make sure it gets done even if they go bankrupt, I see no problem big enough to <br /> require stopping them. I know they will have to pile up the mine tailings until they are <br /> re-used to fill the mine shafts, but this should not be a reason to remove their right to <br /> mine their claim. Will rainfall cause some minerals from the tailings to leach out?Yes, <br /> but much of the same mineral base is already present on the surface out here, and <br /> leaches out during any hard rain with the same consequence. I presume you will verify <br /> that everything reasonable is being done to slow and contain any additional runoff. <br /> It's not that I'm a big fan of mining--I rather see it as a necessary evil, like politicians and <br /> lawyers. But if their property rights don't mean anything,then my rights mean nothing <br /> either and neither do those of all the people in this neighborhood. So, it is abhorrent to <br /> me that some in this neighborhood are trying to destroy this mine using exaggerations, <br /> lies and other propaganda. I hope you will evaluate this propaganda, of which you are <br /> sure to get a boatload, in light of the facts you have available. I also hope that your <br /> decisions are not primarily determined by some kind of"voting" process, since I'm sure <br /> the online propaganda sites have swayed many, despite their lack of veracity. It <br /> shouldn't be normal in America to "vote away" anyone's rights like was done when they <br /> voted for Jim Crow laws back in the early 20th Century.
