It's my
view that Zephyr has been open and forthcoming with their past exploration efforts, have kept their
commitments as to the impacts of exploration, and have shown to be environmentally sensitive to that area
around Grape Creek and the impact to public lands.
Over my years in public office I came to trust the DRMS permitting process and have no reason to doubt that
Zephyr's mining application will get a thorough analysis. I also have great trust in Fremont County's permitting
process and believe that many of the issues raised by the opponents to this project in the Dawson Ranch
subdivision can and should be addressed at the county level. I believe the proposed underground mining
approach on this project would have minimal surface impact and is certainly a far enough distance away from
the Dawson Ranch subdivision that the residents would mostly be unaware what is happening on site.
The Canon City and Fremont County area has a rich history in mining. The regulatory structure now in place at
both the state and county level is obviously far more stringent than when gold was first discovered in the
Dawson area in the 1800's. I would tell DRMS and my friends at Fremont County that the potential creation of
90 new direct jobs is something that would be a tremendous economic benefit and should not quickly be
dismissed.
While I recognize the organized opposition to the project by the homeowners association in the Dawson Ranch
subdivision I've also become aware that the opponents do not speak for everyone in that area and that there is
support for the project among the residents.
As a former commissioner I can tell if I were part of the county's review of this project my greatest concerns
would deal with the impact of traffic and dust on the narrow county road accessing the project area. But that is
an issue to be addressed at the county level and should not impact the DRMS permitting process.
I have friends strongly opposed to this project as well as friends in strong support. I simply want to say that I
trust that the review process will render permitting decisions that are fair and equitable.
Respectfully,
Ed H.
