Bureau of Land Management Environmental Assessment <br /> Royal Gorge Field Office DOI-BLM-CO-F020-2020-0036 EA <br /> 2.1.3. Applicant Project Design Features (PDFs) and BMPs: <br /> 1. Agreement between the mining claimants and Colorado Quarries Inc. regarding mineral <br /> rights under the Mining Law. <br /> 2. Access agreements between private landowners and Colorado Quarries Inc. <br /> 3. All stormwater controls installed prior to initiating expansion. <br /> 4. All fuels and other chemicals would be stored in secondary containment and spill <br /> contingency plan and kit available for spill/leak cleanup. <br /> 5. Perimeter fence and locked gate would include all expansion disturbance to decrease <br /> safety concerns to the general public. <br /> 6. Site specific trainings to employees and visitors (e.g., inspectors,haulers, etc.). <br /> 7. Compliance with all other federal, state and county laws and regulations. <br /> 8. Licensed blaster onsite during all scheduled blasting. <br /> 9. Topsoil and overburden stockpiles would be sloped and revegetated for stability. <br /> 10. Removal of non-operable equipment during seasonal shutdowns or non-operational <br /> periods. <br /> 11. Routine site monitoring during non-operational periods. <br /> 12. Blasting materials stored in an ATF authorized storage locker. <br /> 13. Geotechnical stability examination of the highwall/bench design by a PE, if needed. <br /> 14. Weed Management Plan would be provided to BLM and all State and county weed <br /> regulations would be followed accordingly. <br /> 15. Historic Properties Adverse Effect Avoidance (Boundary Modification)—In order to <br /> avoid adverse effects to historic properties, the proposed boundaries (i.e., expansion and <br /> reserves boundaries)were redesigned by the operator. Appendix D provides a summary <br /> and maps of these redesign efforts. <br /> 2.1.4. BLM Project Design Features (PDFs) and BMPs: <br /> 1. Cadastral Survey—The responsible party will identify and protect evidence of the PLSS <br /> and related Federal property boundaries prior to the commencement of any ground- <br /> disturbing activity. Contact BLM Cadastral Survey to coordinate data research, evidence <br /> examination and evaluation, and locating,referencing, or protecting monuments of the <br /> PLSS and related land boundary markers from destruction. In the event of obliteration or <br /> disturbance of the Federal boundary evidence,the responsible party shall immediately <br /> report the incident, in writing,to the AO. BLM Cadastral Survey will determine how the <br /> marker is to be restored. In rehabilitating or replacing the evidence,the responsible party <br /> will reimburse the BLM for costs, or if instructed to use the services of a Certified <br /> Federal Surveyor,procurement shall be per qualification-based selection. All surveying <br /> activities will conform to the Manual of Surveying Instructions and appropriate State <br /> laws and regulations.
