The operator would either remove or <br /> secure all mobile and non-mobile equipment. All fuel, oil, lubricants, and chemical materials <br /> would be removed from the site. The entrance gate would remain locked and the fence secured <br /> prior to closure. Though there would be no guard or personnel onsite, the operator would <br /> monitor the site by means of routine inspections to ensure the site conditions, stockpiles, <br /> structures, etc. remain in compliance with the plan on file. <br /> Stormwater and Drainage Management <br /> The amended acreage and increased mine life are not predicted to necessitate major changes to <br /> the overall stormwater management plan strategy. Similar stormwater controls would be installed <br /> to replicate what is currently implemented at the active mine site. BLM would require an updated <br /> Stormwater Management Plan(SWMP) and Stormwater Permit from the State of Colorado prior <br /> to the issuance of any mineral materials contract. <br /> Stormwater drainage controls would be installed simultaneously to site preparation. These <br /> controls would divert surface flow and sedimentation from the proposed mining and staging <br /> areas. Drainage controls would consist of earthen berms along the highwall,benches and roads, <br /> drainage ditches and culverts, sediment/catchment ponds, straw wattles, and silt fences. All <br /> earthen stormwater structures (e.g.,berms and ditches)would remain throughout the duration of <br /> the mine and would be topsoiled and revegetated for stability. Berm dimensions would be <br /> approximately 2 to 3 feet high with 2:1 slopes and ditches between 1 to 2 feet deep. The <br /> sediment ponds would be monitored and maintained to handle stormwater flows that may enter <br /> either from the quarry floor or surrounding natural ephemeral pathways. The pond height may be <br /> raised, if needed, to control increased sediment loads. The current discharge point from the <br /> existing quarry is adjacent to the access road near the sediment pond. The same onsite and offsite <br /> discharge points would be used for the proposed quarry expansion. <br /> 10 <br />
