INTRODUCTION AND BACKGROUND <br /> This action is subject to 43 CFR 3600,Mineral Materials Disposal regulations. <br /> BACKGROUND: <br /> This EA has been prepared by BLM to analyze the applicants request for a mineral material <br /> contract, which would authorize the production and expansion of reserves surrounding the <br /> existing Colorado Quarries Inc., Black Obsidian Quarry, located in Custer County, Colorado. Per <br /> 43 CFR 3600 regulations,this proposed disposal would be administered under a mineral <br /> materials' competitive sale contract, with option of renewal. Although Colorado Quarries Inc. <br /> may not be the successful bidder in this mineral materials sale,their proposed mining and <br /> reclamation plan, future reserves and existing operations would be analyzed in this EA providing <br /> a reasonable industry standard approach to mining the proposed expansion parcels. <br /> The Black Obsidian Quarry has recently operated on a footprint that includes both federal and <br /> private interests and is under a Colorado Division of Reclamation, Mining and Safety(CDRMS) <br /> permit#M-1987-026 (Appendix B). A trespass was resolved between the operator and BLM in <br /> 2019, concerning the area within the CDRMS permit boundary. During this process, the operator <br /> expressed an interest in continuing to mine within the current footprint, as well as onto adjacent <br /> federal and private reserves. All reclamation required for the existing disturbance will become <br /> part of the future mining activities if the action is authorized. If the action is not authorized, <br /> reclamation will be required immediately following the decision. <br /> 3 <br />
