Black Obsidian Pit—Permit M-1987-026
112c Conversion Application
Rule 6.4.12
Exhibit L
Reclamation Costs
Phase I—Reclamation Overview
The mining plan of this site is to create the bench and highwall pit configuration as mining progresses,
and to carry out as much early-stage concurrent reclamation of the site as possible, by shaping and
revegetating all surfaces that are in their final configuration.
This pit is mined based on demand. Obsidian that is blasted from the highwalls is moved to the pit floor
for processing and removal from the site. There will be extremely minimal backfilling of obsidian or
overburden anticipated during final reclamation earthmoving.
Most overburden will be utilized permanently as fills for pads, or placed in permanent disposal cells.
Most of this will be carried out well before the end of Phase I mining. A small amount of overburden will
be needed at the end of Phase I mining to plate the pit benches.
A small amount of topsoil will be retained in stockpiles for placement on the pit benches, and (after
removal of product stockpiles and equipment) on the pads.
Revegetation needed at the conclusion of mining will be limited to pit benches, pad areas, and footprints
of the last temporary stockpile areas for overburden and topsoil.
Stormwater berms, sediment ponds, drainage structures, and roadways will be permanent and will not
require earthmoving during final reclamation.
Phase I—Reclamation Costs
Reclamation equipment likely to be used:
Cat D8T Dozer(or similar) with semi-universal blade and 3-shank ripper
Cat 950M Loader(or similar)
Dump trucks(2), 10cuyd
Ag tractor, 15HP, with disc; drill seeder
4x4 ATV with broadcast seeder; weed spray attachment
Equipment to be mobilized from Salida, 50 miles
Reclamation Tasks Unit Cost Qty Units Total
Debris Removal:
Assume 20 cu yds, non-contaminant, normal disposal
Machine load and haul to nearest licensed landfill $13/cy 20 cy 260.00
Earthmoving, Hauling,and Ripping:
Operations Pad (Pit Floor) and Explosives Area
