time. When the operator wishes to develop the northern deposit, the necessary application will be
made to the DRMS.
Additional Concerns—Security. Stormwater Control, Weed Control
Throughout the life of this operation, erosion and presence of noxious weeds will continue to be
monitored on all disturbed areas and addressed in a timely manner.
The operator will install and maintain adequate stormwater controls for all affected areas of the site,
including the quarry and operations pad areas, roadways, above-quarry slopes, topsoil stockpiles, and
overburden cells. These controls may include earthen dams, culverts, ditches or diversions, and wattles
or silt fence, as appropriate. See the Exhibit C maps for locations of the stormwater controls.
The site will be kept secure by a single locked and gated entrance. The areas above the highwall will
contain signage and/or physical barriers to deter accidental falls.
Reclamation—Overburden and Topsoil Handling Reve eta
Native topsoil is present throughout most of the undisturbed portions of the expanded permit area,
though depths vary. Topsoil that is stripped prior to disturbance will be placed in one of the following
areas: on the permanent overburden disposal cells, on the outslope of the expanded staging and
stockpile area, on the new surfaces of the sloped areas above the expanded highwall, or placed in
stockpiles for later use in reclamation. Topsoil will be spread on reclaimed surfaces at a depth of 3 to 6
inches. All areas where topsoil is placed, including the topsoil stockpiles, will be seeded with the
approved revegetation seed mix at the approved rates. (Please see the Exhibit E reclamation plan for
revegetation details.)
Conclusion of Mininp,
At the conclusion of the operations, all areas and features of the site will be fully reclaimed. This means
the quarry will have stable, benched highwalls; slopes will be topsoiled and revegetated (excluding in-
quarry surfaces with exposed obsidian); earthen stormwater controls will remain as permanent
structures; roadways will be either stabilized to remain as permanent, or reclaimed by ripping followed
by topsoiling and seeding; all stockpiled topsoil will be spread and seeded; all product stockpiles will be
removed; all equipment and supplies will be removed; and the benches and operations pad area will be
ripped, topsoiled and seeded. See Exhibit E for reclamation plan details.
