Dr. Corley,of the Corley Company,attended part of the
inspection regarding the Magpie Diviersion.No other landowners attended the SL-05 inspection.Weather during
the inspeciton was clear and temperatures were around ninety degrees fahrenheit.
HYDROLOGIC BALANCE -Rule 4.05
Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10;
Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage —Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18:
The Magpie Diversion was inspected. This portion of the boundary is approximately 0.28 acres. The diversion was
stable and no major erosion or cutting was observed. Rip rap lines the majority of the diversion outside of a small
portion of the embankment as noted in previous inspection reports. The small area of missing rip rap was
inspected,measured and documented in the Division's inspection report dated March 6,2017.Based on those
measurements,the total area encompasses approximately 75 sq. ft. Proof of diversion stability was apparent.
Vegetation has begun to establish itself within the diversion channel which includes grasses as well as shrubs and
trees.The adjacent land that drains into the remaining portion of the Magpie Diversion within the permit boundary
is well vegetated. The Magpie Diversion remains stable and the Division believes there are no major issues.
As noted earlier in the report,Dr. Corley(landowner)attended this part of the inspection. Dr. Corley and the
Division discussed his concerns regarding the missing rip rap along the embankment. Dr. Corley expressed
concern that the lack of rip rap in this small area could be problematic in the event of a large precipitation event.
The Division,as discussed with him during the inspection, disagrees. It is the Division's opinion that the area of
missing rip rap is currently stable and will remain stable due to vegetation establishment, stability of the area,its
relatively small size, and its previous record during large documented precipitation events.Additionally,and
potentially more important,work needed to add rip rap to this small area,which would require access over
reclaimed land and use of heavy equipment,would potentially cause more damage to the adjacent areas as well as
