6.4.21 Exhibit U
Designated Mining Operation Environmental Protection Plan
6.4.21 Summary
The purpose of this Environmental Protection Plan (EPP) is to assure
compliance with the Act and Rules that are protective of environmental areas that
have the potential to be affected by designated chemicals, toxic or acid-forming
materials or acid mine drainage. In addition, the EPP includes implementation and
commitment to appropriate wildlife protective measures recommended by CPW.
[6.4.21(1)(c)] The EPP
GTM does not include leach facilities, heap leach pads, tailings storage,
tailings disposal areas, impoundments, or land application site. No designated
chemicals, toxic or acid forming materials will be used as feedstock, as process
agents or form as byproducts due to milling.
GTM's objective is to process mine spoils from legacy mine sites throughout
Clear Creek County, CO. This feedstock will be temporarily stockpiled near the feed
hopper on a concrete pad that will be sloped to detain any runoff from precipitation
or snow melt. Should this precipitation be quantifiable, it will be allowed to
evaporate within 72 hours of accumulation. Approximately one week's feedstock
volume or 1000 tons will be stored on site at any one time. Post mill byproducts will
be stored on a concrete pad awaiting transport to the end user. Construction detail is
provided in Exhibit E.
[6.4.21(2)] Maps
Exhibits A and E include site development and mill figures.
[6.4.21(3)] Identification of Jurisdictional Agencies
Colorado Department of Public Health and Environment (CDPHE)'s Water
Quality Control Division (WQCD) and Air Pollution Control Division (APCD) will require
permits.
Colorado Department of Transportation issued an access permit.
Clear Creek County Department of Planning and Zoning will require a zone
change upon termination of milling; converting the property to commercial or
industrial zoning for reclamation.
[6.4.21(4)(a and b)] Other Permits and Licenses
WQCD will require a stormwater discharge permit. The applicant provided the
permit in Appendix B.
APCD will require an Air Pollution Emission Notice (APEN) for the crusher and
screen. because
CDOT's access permit is provided in Appendix C.
[6.4.21(5)] Designated Chemical Evaluation
Prior to NEI accepting a feedstock material, the owner of the feedstock will
provide ABA and TCLP analytical results that indicate the feedstock is neither an
Page 15 of 21
