6.4.21 Exhibit U <br /> Designated Mining Operation Environmental Protection Plan <br /> 6.4.21 Summary <br /> The purpose of this Environmental Protection Plan (EPP) is to assure <br /> compliance with the Act and Rules that are protective of environmental areas that <br /> have the potential to be affected by designated chemicals, toxic or acid-forming <br /> materials or acid mine drainage. In addition, the EPP includes implementation and <br /> commitment to appropriate wildlife protective measures recommended by CPW. <br /> [6.4.21(1)(c)] The EPP <br /> GTM does not include leach facilities, heap leach pads, tailings storage, <br /> tailings disposal areas, impoundments, or land application site. No designated <br /> chemicals, toxic or acid forming materials will be used as feedstock, as process <br /> agents or form as byproducts due to milling. <br /> GTM's objective is to process mine spoils from legacy mine sites throughout <br /> Clear Creek County, CO. This feedstock will be temporarily stockpiled near the feed <br /> hopper on a concrete pad that will be sloped to detain any runoff from precipitation <br /> or snow melt. Should this precipitation be quantifiable, it will be allowed to <br /> evaporate within 72 hours of accumulation. Approximately one week's feedstock <br /> volume or 1000 tons will be stored on site at any one time. Post mill byproducts will <br /> be stored on a concrete pad awaiting transport to the end user. Construction detail is <br /> provided in Exhibit E. <br /> [6.4.21(2)] Maps <br /> Exhibits A and E include site development and mill figures. <br /> [6.4.21(3)] Identification of Jurisdictional Agencies <br /> Colorado Department of Public Health and Environment (CDPHE)'s Water <br /> Quality Control Division (WQCD) and Air Pollution Control Division (APCD) will require <br /> permits. <br /> Colorado Department of Transportation issued an access permit. <br /> Clear Creek County Department of Planning and Zoning will require a zone <br /> change upon termination of milling; converting the property to commercial or <br /> industrial zoning for reclamation. <br /> [6.4.21(4)(a and b)] Other Permits and Licenses <br /> WQCD will require a stormwater discharge permit. The applicant provided the <br /> permit in Appendix B. <br /> APCD will require an Air Pollution Emission Notice (APEN) for the crusher and <br /> screen. because <br /> CDOT's access permit is provided in Appendix C. <br /> [6.4.21(5)] Designated Chemical Evaluation <br /> Prior to NEI accepting a feedstock material, the owner of the feedstock will <br /> provide ABA and TCLP analytical results that indicate the feedstock is neither an <br /> Page 15 of 21 <br />
