Surface water quantity and quality will be monitored upstream and downstream of
the disturbance in McClane Canyon and on East Salt Creek upstream and
downstream of the confluence of McClane Canyon and East Salt Creek in a manner
approved by the Division. The monitoring plan was submitted under 2.05.6(3)(b)(iv),
and includes the following, pursuant to 4.05.13(2).
SW-1 and SW-8 (East Salt Creek upstream and downstream): Quarterly flow and
quality.
SW-2 (McClane Creek below mine bench): Flow and quality, once during spring
snowmelt, and once during storm event runoff.
SW-5 (McClane Creek above mine bench): Water quality samples twice a year,
once during spring snowmelt, and once during storm event runoff.
The water quality monitoring parameter list is outlined on Table 4.2-15 of the PAP.
A reduced parameter list(Short Suite for Temporary Cessation) is included in the
table. A notation on the table specifies that the short suite is to be implemented only
after mining has ceased for a period of at least 6 months.
Monitoring results and evaluation are submitted in an annual hydrologic report
(AHR). The AHR will assess observed impacts to the surface water system, and will
be structured around the normal "water year" (October 1 through September 30).
The annual report will also include baseline water quality data in addition to the
quarterly monitoring data to allow for comparison of baseline and"during mining"
conditions. The annual report for the previous water year will be submitted no later
than March 31 of each year.
E. Probable Hydrologic Consequences
A determination of the probable hydrologic consequences (PHC) of the mining and
reclamation activities at the McClane Canyon Mine site has been made by the
applicant and is found in Section 2.4.2.1 and Appendix N of the permit application.
Annual PHC updates are included in the annual hydrology report submitted each
year by the operator.
The Probable Hydrologic Consequences section of this document is divided into two
main subsections: Ground Water Effects and Surface Water Effects.
Ground Water Effects
The occurrence of ground water within and adjacent to the permit area is controlled
primarily by the combination of local topography, stratigraphy and geologic
structure. Drilling has indicated that the Cameo coal seam becomes increasingly
saturated downdip (northeast) from its outcrop along the side slopes of the East Salt
Creek Drainage basin. This is depicted on Figure 4.2-3, of Volume II of the permit
xviii
