June 23,2021 C-1981-019/Colowyo Coal Mine ZTT <br /> EXPLOSIVES—Rule 4.08 <br /> Distance Prohibitions 4.08.4;Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br /> A blast did occur during the inspection within the South Taylor Pit.However,the Division did not observe the <br /> blast. <br /> FISH and WILDLIFE—Rule 4.18: <br /> Sharp-tailed grouse were observed along the Collom haul road at the facilities area. <br /> Elk was observed throughout the site.Young calves were observed with cows near the Middle Pond at Collom. <br /> Deer and pronghorn were observed sporadically throughout the site. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage —Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> All major ditches were inspected which included Section 29, Section 28, Section 16, South Collection,Final East <br /> Pit,North Trib. - East Pit,East Side Collection, Streeter South Side, Streeter Gulch,East Taylor,and Taylor Trib. <br /> for the South Taylor/East/West Pit area.All ditches were dry but water was observed within the stock tanks of the <br /> Final East Pit Ditch and Taylor Trib. Ditch.All currently constructed ditches for the Collom area were also <br /> inspected. This included D-1,2, 3,4,and D-6 ditches.All ditches were dry during the inspection. All ditches were <br /> stable and no issues were observed. <br /> Most of the ponds at the Colowyo Mine were inspected. This included the Section 28,Prospect,Gulch A, Streeter, <br /> Section 16,Work Area,West Taylor,East Taylor,West Pit, Stoker Siding,Gossard,Rail Loop, Section 36, <br /> Middle, Section 25, Sidehill and Section 26 Ponds.Most ponds held minimal water with no discharge or were dry. <br /> The following ponds were discharging during inspection: East and West Taylor Ponds, Stoker Siding Pond, <br /> Streeter Pond and the Middle Pond.All ponds were stable and no issues were observed. <br /> It was stated that the Middle Pond located near Collom has been scheduled for cleaning this summer. <br /> In the Division's May 12, 2021 aerial inspection,a seep was observed along the lower portion of the Taylor Ditch <br /> as it intersects with the East Taylor Pond along the western facing slope.This area was inspected and the seep was <br /> still visible but flowing at a much lower rate. The seep is located at the base of a preexisting slump. The slump was <br /> inspected to ensure no additional settlement or potential stability issues existed due to the seep.The scarp of the <br /> slump appears to have healed over time with vegetation and no tension cracks were observed and the base of the <br /> slump showed no signs of bulging.Based on the visual inspection,the slump appears stable with no additional <br /> settlement or other concerns. <br /> Number of Partial Inspection this Fiscal Year: 8 <br /> Number of Complete Inspections this Fiscal Year: 4 <br /> Page 4 of 7 <br />
