EXHIBIT D- MINING PLAN <br /> The information provided in this Exhibit is intended to satisfy the requirements outlined in Section 6.4.4 of <br /> the Colorado Mined Land Reclamation Board Construction Material Rules and Regulations: <br /> • Exhibit C,Sheet 2:The mining plan avoids impacts with existing oil and gas facilities. A number of <br /> existing facilities are non-producing and/or subject to rights assigned to the Operator/Applicant. <br /> Any facility that is controlled by the Operator may be removed or relocated according to applicable <br /> agreements and regulations. RMCC acknowledges that if any oil and gas features are removed or <br /> relocated RMCC will update the mining and reclamation plan maps through a Technical Revision. <br /> It is anticipated that each incremental removal or relocation of oil and gas equipment will reduce reclamation <br /> liability,and the Operator may therefore request an associated reduction in financial warranty. Bonding <br /> under Exhibit L is based on the higher financial liability amount associated with oil and gas-constrained <br /> recovery. <br /> (a) Description of the method(s)of mining to be employed in each stage of the operation as <br /> related to any surface disturbance on affected lands; <br /> The permit area includes a significant deposit of sand and gravel located in the alluvium of the <br /> Saint Vrain River in Weld County. The site is located south of Highway 66,west of Weld <br /> County Road 19, north of Weld County Road 28 and east of Weld County Road 17. It <br /> encompasses 307.2 acres and consists of two cells(cell 2 and 3),a silt pond and a freshwater <br /> pond. <br /> Site Preparation: <br /> Initial disturbance of the property will include:stripping the topsoil and overburden material, <br /> constructing the slurry walls. <br /> Minin : <br /> Scrapers will strip the topsoil and overburden material from a given phase and place stockpiles <br /> in the processing area. Any excess material not needed for reclamation may be sold or <br /> hauled off-site during the life of the mine. There will be no mining below the groundwater table <br /> until the slurry wall is complete,tested and approved. <br /> Each phase will be dry-mined using scrapers, bulldozers,front-end loaders,excavators,or <br /> similar equipment. The mining in the site will progress in 4 stages. Stage 1 will establish the <br /> siltation and freshwater ponds in the southwest comer of the site. Stage 1 will open up <br /> approximately 27 acres and will be reclaimed last. Stage 2 though stage 4, ranging in size <br /> from 41 to 75 acres,will start in the northeast comer and will proceed southwest ending in Cell <br /> 7. <br /> The operator will develop and comply with a Stormwater Management Plan and Spill, <br /> Prevention, Control and Countermeasures Plan. The operator will notify the Division of <br /> Reclamation and Mine Safety and in the event of a reportable spill. <br /> Processing: <br /> The material will be dry screened,wet screened or not screened at all and transported offsite <br /> by truck.
