If this <br /> information is not available, the operator should contact well owners and offer to measure existing wells <br /> and water levels to document pre-mining conditions at operator's expense.The eight permitted alluvial <br /> wells within 600'of the permit area have been added to the Structures Map as well as available <br /> construction information for each well(See Attached Structures Map). <br /> •Provide a GW contour map for the site based on all available current pre-mining water level information <br /> provided. See attached average groundwater level contour map. <br /> •Identify the "baseline"water level elevations for each MW that will be utilized to compare to the two foot <br /> deviation proposed in the provided monitoring plan to determine if DRMS notification and mitigation <br /> measures will be implemented. The attached monitoring well spreadsheet includes minimum and <br /> maximum water levels for monitoring wells 1.8 which will be utilized as the baseline water level <br /> elevations. <br /> •30 days to notify DRMS and commence investigation of a possible GW issue as stated in the provided <br /> monitoring plan is too long. The operator will be required to notify DRMS of a possible issue <br /> (monitoring trigger levels exceeded, complaint, etc.) within 7 days of the operator's knowledge of the <br /> issue. The operator will also be required to reportrinvestigate complaints from well owners outside 600' <br /> from the permit boundary—please acknowledge. RMCC will notify DRMS within 7 days of the <br /> operator's knowledge of a possible issue. <br /> • The operator will need to provide GW level and any GW analytical data collected with the annual report <br /> for the site—please acknowledge. RMCC will provide all groundwater data collected with the annual <br /> report. <br /> EXHIBIT L-Reclamation Costs(Rule 6.4.12): All information necessary to calculate the costs of <br /> reclamation must be submitted and broken down into the various major phases of reclamation. You must <br /> provide sufficient information to calculate the cost of reclamation that would be incurred by the state. <br /> The reclamation estimate provided is missing several significant items: <br /> •Basis for slurry wall unit costs for the northern slurry wall utilized in the provided estimate—if RMCC <br /> already has awarded contracts for this work that information will be sufficient, otherwise additional <br /> information will be needed. The basis for the slurry wall unit cost is the Morton Stage 3 slurry wall.The <br /> Stage 3 cost estimate is attached. <br /> DRMS acknowledges the statements provided that no groundwater will be exposed prior to approval of <br /> slurry walls other than the freshwater and siltation ponds, and that the bond for the southern"slurry wall <br /> will be provided in the future through the revision process prior to commencement of installation of that <br /> slurry wall. <br /> • Cost to remove"batch plant"shown on mining plan map. This information will need to correlate with the <br /> configuration of the batch plant provided in the mining plan. RMCC may decide to have both a portable <br /> concrete batch plant and a portable asphalt batch plant at the site in the future, so both plants have <br /> been included in the updated Exhibit L. The concrete batch plant will utilize portable equipment. It <br /> will have a 30'x 50'concrete pad foundation.The reclamation cost has been updated to reflect the <br /> cost to remove the foundation and to seed and mulch the surrounding 2 acres.The asphalt batch <br /> plant will also utilize portable equipment which will sit on concrete footings.The reclamation cost <br /> has been updated to reflect the cost of removing the concrete footings and to seed and mulch the <br /> surrounding 4 acres. <br /> •Listing of equipment to be utilized to complete needed tasks(scraper, dozer, grader, water truck, etc). <br /> DRMS will verify the required bond when the information requested is provided and all remaining adequacy <br />
