CDPS General Permit for Sand and Gravel Mining and Processing (And Other Nonmetallic Minerals Except
Fuel)
The Water Quality Control Division (the Division) reviewed the application materials submitted for the Kester Pitt
facility (the facility) and determined that it qualifies for coverage under the CDPS General Permit for Sand and Gravel
Mining and Processing (And Other Nonmetallic Minerals Except Fuel, (the general permit).
The attached certification authorizes discharges under the general permit; a copy of the general permit is also
attached. The certification authorizes the permittee to discharge in accordance with the conditions of the general
permit, and provides site-specific monitoring requirements. The permittee is required to comply with all conditions
included in the general permit as well as the certification.
DISCHARGE SPECIFIC INFORMATION
The discharge is to Sangre de Cristo Creek within Segment 24 of the Rio Grande River Sub-basin, Rio Grande River
Basin, found in the Classifications and Numeric Standards for the Rio Grande basin River Basin (Regulation No. 36)
(CORGRG24). Segment 24 is Reviewable, and is classified for the following beneficial uses: Aquatic Life, Class 2 Cold;
Recreation Class E; and Agriculture.
In correspondence between the permittee and the division on 3/31/2021, 4/30/2021, 5/3/2021 the following
supplemental information was provided that corrects the application received on 3/25/2021:
• That the facility will discharge stormwater-only, and that no process water (e.g., water used in
processing, mine pit dewatering, or dust suppression water) will be discharged from the facility.
• That outfall 001-A should be located at 37.415308,-105.441249 and not at 37.416661,-105.440328 as
stated in the application.
• The facility name is the "Kester Pit" not "Kester Pitt" as stated in the application
This certification authorizes stormwater-only discharges from the facility at Outfall 001A.
