Please provide DRMS the formal affidavit ofpublication. <br /> 2. Asper Rule 1.6.2(e),please provide documentation to DRMS that all Owners of Record <br /> of the surface and mineral rights of the affected land and, all Owners of Record within <br /> 200 feet of the boundary have been mailed or served a copy of the public notice as <br /> published in the newspaper. <br /> 3. Asper Rule 1.6.2(g),please provide proof of notice as per section g of the above <br /> mentioned rule. <br /> Rule 6.4.4: Exhibit D Mining Plan <br /> It is not clear to DRMS if roads required for material transport exist within the permit boundary or will <br /> need to be constructed. <br /> 4. To what extent will roads be constructed within the permit boundary to manage material <br /> excavation and transport offsite? Please discuss this item in the Mine Plan. <br /> 5. Please explain how topsoil will be salvaged, where it will be stored, and how it will be <br /> stabilized from wind and water erosion. Please update the mining plan map to depict <br /> where the topsoil stockpiles will be located. <br /> 6. Please clarify, will the 3:1 slopes be maintained during the operation, or will the <br /> excavation occur at a greater slope, and/or will a highwall be created? <br /> Rule 6.4.5: Exhibit E Reclamation Plan as per Rule 3.1 <br /> DRMS notes thin topsoil(0-2 inches)will be salvaged and placed in a stockpile as per the submitted <br /> Mining Plan and replaced to a depth of 4 inches(Reclamation Plan). It appears that topsoil may be <br /> imported to achieve the 4 inch depth stated in the Reclamation Plan. DRMS notes that the application <br /> referenced the reclamation of the existing area. <br /> 7. Please clarify the need for additional topsoil and discuss the importation of topsoil in the <br /> Mine Plan. <br /> 8. For both the existing area and the future area to be reclaimed,please provide a <br /> reclamation time line for reclamation by phases, specifying the methods utilized for each <br /> task: <br /> o Preparation of seedbed <br /> o Topsoil laydown <br /> o Seeding <br /> a. Please clarify the seeding rate for the proposed seed mix, will it be seeded at a 4.75 <br /> PLS/acre rate or 9.5 PLS/acre? <br /> 9. Please provide a description of the size and location of each reclamation phase and <br /> update Exhibit F, Reclamation Plan map to illustrate this information. <br /> Rule 6.4.6: Exhibit F Reclamation Plan Map <br /> 10. Please label the contour lines on the Reclamation Plan Map so the rate of slope <br /> can be determined. <br /> 11.
