PERMIT#: M-2000-082 <br /> INSPECTOR'S INITIALS: ECS <br /> INSPECTION DATE: May 13,2021 <br /> OBSERVATIONS <br /> This inspection of the East 8t" Street Operation, a 48.75 acre 112c sand and gravel operation, was conducted <br /> by Eric Scott of DRMS in response to a surety reduction request submitted by the operator and received by <br /> DRMS on May 11, 2021. DRMS was accompanied on this inspection by operator representatives John <br /> McFarland and Jack Miller. DRMS sent out the required notices for the surety release request on May 17, <br /> 2021. <br /> Mining has been completed at the site, which is owned by the Greeley Urban Renewal Authority, and <br /> reclamation is well underway. In general terms, the site will be reclaimed as two, unlined, open water areas, <br /> divided by an irrigation ditch. An unpaved access road will remain around the perimeter of the site and <br /> between the excavated areas. The slopes of the unlined excavations will be no steeper than 3:1 H:V, and the <br /> shoreline and upland areas will be reclaimed with the seed mixes specified in the reclamation plan. A <br /> Technical Revision (TR02) to clarify some of the reclamation specifics and define the existing configuration of <br /> the site was approved by DRMS on March 19, 2021. <br /> During the inspection it was noted that the re-sloping of the excavated areas and all earthwork was complete, <br /> with the exception of the east pit floor, and some minor repair work that will be required on the north and <br /> west walls of the west pit due to some erosion/slide features. It was also noted that despite the recent <br /> rainfall and the wet spring this year, that the east pit was almost totally dry, and that the west pit only <br /> appeared to have approximately five feet of water in the bottom. DRMS cannot explain why these unlined <br /> pits remain so dry, especially given the proximity to the Cache la Poude River immediately adjacent to the <br /> south of the site and the irrigation canal bisecting the excavated area. If the east pit remains dry, DRMS will <br /> require that the bottom of the pit be leveled, topsoil replaced and the excavation fully vegetated. <br /> DRMS noted that the vegetation on site is almost entirely kochia at this time, however, some of the <br /> reclamation grasses were observed to be sprouting across most of the site. The kochia may provide <br /> temporary cover and stabilization, however, the operator will need to maintain the site and manage the <br /> vegetation as needed to insure that the reclamation grasses become established and are not overcome by <br /> weedy species. DRMS also noted the presence of an occupied raptor nest located near the SW border of the <br /> permit. <br /> Due the existing state of vegetation across the site, the remaining repair work needed in the west pit walls, <br /> and leveling and revegetation of the east pit floor, DRMS will support lowering the required bond for the site <br /> from $270,000 to $61,870 when the public comment period expires. This is a reduction in the existing bond <br /> of$208,130.
