CJK Milling Company, LLC <br /> Penn Mine / Lake County, Colorado <br /> 4 . 0 RULE 6 . 3 . 3 EXHIBIT C - MINING PLAN <br /> 4 . 1 MINING PLAN <br /> 6.3.3(1). The purpose of the mining plan is to describe how mining will affect the permit area for the duration of the <br /> operation.This plan must be correlated to Exhibit E- Map.The description of the mining plan must be adequate to <br /> satisfythe requirements of Rule 3.1 and demonstrate compliance with Rule 3.At a minimum,the Operator/Applicant <br /> must include the following information <br /> The Penn Mine consists of 5 (4-entire and 1-partial) low-grade and vein dumps (deposits) each located <br /> above historic mine shafts. See Figure 6-2, Exhibit E Section 6.2. These are: <br /> • Penn 1 <br /> • Penn 3 <br /> • Penn 2 <br /> • President <br /> • Ballard (partial). <br /> Of these 5, only Penn 1 and Penn 3 vein dumps are planned to be mined in order to stay within the 10- <br /> acre disturbance requirement of the 110(d) application. <br /> This material was not economic at the time these mines were in production. Today, with the advent of <br /> modern process metallurgy technology this material has become economic. <br /> CJK's business plan is to remove these deposits and process them at the Leadville Mill (Permit M1990- <br /> 057). At a maximum annual operating rate of 70,000 tons per year the mining operation will last about 3 <br /> years. The remaining 3 vein dumps as well as other additional surface material will be identified and <br /> permitted in the future in an effort to replace the first pile once reclaimed with a new minable pile. This <br /> "leap frogging" will consistently provide new permitted piles to feed the mill. <br /> The operation, therefore, may be better described as an environmental remediation activity rather than <br /> a mining operation. <br /> 4.1.1 Operating Dates <br /> 6.3.3(1)(a). Specify the estimated dates that mining will commence and end. If theoperation is intended to be an <br /> intermittent operation as defined in C.R.S. 34-32- 103(6)(a)(II), the Applicant should include in this exhibit a <br /> statement that conforms to the provisions of Section 34-32-103(6)(a)(II),C.R.S.; <br /> CJK anticipates mining will commence in the Spring of 2021 and will continue approximately 36 months <br /> when the deposit has been depleted. Mining will be a year-round operation with occasional down days <br /> to allow clearing after heavy snowstorms. <br /> 4.1.2 Soil Salvaged for Reclamation <br /> 6.3.3(1)(b). The estimated depth to which soil, suitable as a plant growth medium, will be salvaged for use in the <br /> reclamation process.This description must be consistent with information provided in Exhibit B.Sufficient soil must <br /> be salvaged to meet the vegetation establishment criteria of Rule 3.1.10.
