May 3, 2021 C-1981-022/Elk Creek Mine LDS <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />SUPPORT FACILITIES - Rule 4.04: <br />The SL-5 application was initially submitted as SL-4. This application packet was subsequently broken up, at <br />Oxbow's request, so that only a small number of sites were released with SL-4. These sites included: Bear Creek <br />B-Seam Portal & Fansite (US Steel), Lower Hubbard Creek facilities area, Hubbard Creek Fan 91 Site, Sanborn <br />Creek Mine Portals area, and Sanborn Creek Mine Fan site. These sites were inspected on February 25, 2021, and <br />the decision to approve their release was proposed on March 5, 2021. <br />The remainder of the sites from the original SL-4 application were carried forward to SL-5. Several of those sites <br />were omitted from the inspection, with the agreement of Oxbow, and will be withdrawn from further consideration <br />under this application. The sites that were inspected and will be considered with the SL-5 application are given <br />below. Generally the vegetation on the sites inspected was healthy and diverse, with good cover. There were <br />relatively few noxious weeds noted, however there were several isolated spots where small but dense patches of <br />noxious weeds had taken hold (see rows highlighted with a red fill in Table 1). These spots do not necessarily <br />warrant the withdrawal of the site from the SL-5 application, however the weeds should be treated, and the <br />treatment documented. A follow-up inspection will be made later in the season. <br />Several road segments on land owned by Hotchkiss Ranches were left un-reclaimed at the landowner's request <br />(these were identified in the SL-5 application packet and were verified in the field, they're also well documented <br />in the PAP and in documents associated with SL-2). <br />DOCUMENTS RECEIVED <br />N/A <br />OTHER (SPECIFY) <br />N/A <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 9 <br />Number of Complete Inspections this Fiscal Year: 3 <br />Page 3 of 27 <br />
