Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> CONIMENTS <br /> This was a Division partial inspection at the Colowyo Mine conducted by Zach Trujillo of Colorado Division of <br /> Reclamation,Mining and Safety(Division).The primary focus of this inspection was for bond release as requested <br /> through Colowyo's SL-20(partial Phase I)application.A total of 18 acres is being requested for Phase I in the <br /> East and West Pit.The weather was clear and ground conditions were dry with a high temperature of 75 degrees <br /> fahrenheit for the day. Tony Tennyson representing Tri-State Generation and Transmission Association(Tri- <br /> State)and Tom Fry representing Colowyo Coal Company(Colowyo)accompained the inspection.All other <br /> associated parties did not attend the inspection. <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1;Approximate Original Contour 4.14.2;Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> As per Rule 3.03.2(2),the Division inspected the SL-20 requested areas within the West Pit to ensure Colowyo <br /> has met the backfill and grading requirements within Colowyo's PAP. The total acreage of SL-20 being requested <br /> for Phase I bond release is 18 acres. Of the 18 acres, 12.1 acres are within the West Pit(WP030) and 5.9 acres are <br /> within the East Pit(EP062). The areas were walked along transect lines A-A' (WP030) and B-B' (EP062) <br /> provided in the SL-20 application and GPS points were taken along at approximately every 200 -300 ft. In total, 6 <br /> GPS points were collected. The GPS elevation information will be post-processed and compared to the data <br /> provided by Colowyo to verify the approved post-mining topography has been achieved. <br /> The East and West Pit reclamation parcels were well graded and cross ripped for erosion protection. Erosion was <br /> not observed throughout both reclamation parcels. The areas were graded to allow proper drainage and blend into <br /> the adjacent areas which have been previously Phase II and Phase III released. <br />
