To complete final reclamation, two borrow areas will be developed for use as cover
soil at gob pile #2 (TR -98). Soil material excavated from the borrow areas will be
used only for reclamation purposes and not for blending/drying purposes. The areas
will initially be cleared of trees and heavy brush. Available topsoil is expected to be
marginal due to steep slope and relatively rocky conditions, but where topsoil is
available it will be salvaged.
Borrow area #1 will be located mostly in the footprint of the existing coverfill
stockpile, north and east of Pond F and will contain[ 2.6 acres. It is estimated that
approximately M CY of subsoil will be available for salvage. Topsoil will have
already been stripped in all but 0.4 acres, therefore approximately 00 Y of topsoil
could be salvaged (6"salvage depth).
Borrow area #2 is located east of the main coverfill stockpile at gob pile #2 and
contains 2.3 acres. It is estimated that approximately iO,Q CY of subsoil will be
available for salvage. It is estimated approximately "!5 Y of topsoil could be
salvaged (6" salvage depth). Topsoil salvaged from the two borrow areas will be
stockpiled at Topsoil stockpile E.
Slopes in the vicinity of borrow areas 1-2 vary from 1.2H:1V to 4.5H:1V. The
proposed final slope angle for both borrow areas is 2H:1V. The natural angle of
repose for most native materials in the area of gob pile #2 is 1.5H:1 V. The final
slope angle is within the range of slope angles in the vicinity and will blend in with
the surrounding topography. Overall hydrology will not change. Currently, surface
water runoff from the areas drain to the Fire Mountain Canal. During operations and
reclamation, runoff will be filtered through an appropriate sedimentation control
device. After vegetation is re-established, surface water runoff will be restored to its
original configuration. The total area disturbed will be slightly over 5 acres, which is
1.2% of the disturbed area and 0.05% of the permitted area. Please see Figure 5 for
a detailed plan and profile for each borrow area.
TR -98 - 8 - 04/15
