Review of 2019 Annual Hydrology Report
Mine: Williams Fork Mines Date of review: May 2019
Permit No: C198-044 DRMS reviewer: P.Lennberg(GW),R.Reilley(SW)
Report Year: 2019 Date received by Division: April 2,2020
Submitted by: Moffat County Mining(MCM)
Requirement Citation Comment
1. Hydrology CDRMS Section 2 05.6 of the permit requires MCM to submit the AHR by
Report filing regulation March 30 each year. The Division received MCM s 2019 AHR on
frequency 4.05.13(4)(c)
April 2,2020.
2. Timely filing of March 30, See above.
hydrology Section 2.05.6 of
report the permit.
3. Filing frequency All filing dates do not appear to have been met. The Division
of NPDES received Q3 and Q4 2019 DMRs in October 2019 and February
Discharge NPDES permit CO-0034142 2021 respectively. The AHR indicates that monitoring occurred
Monitoring monthly and quarterly for outfalls 003, and 022 as required.
Reports
4. Timely filing of Inadequate, at a minimum a note to DRMS of no discharge is
Discharge NPDES permit required.
Monitoring CO-0034142
Reports
5. NPDES outfall NPDES permit Three,NPDES discharge points are regularly monitored.
sampling CO-0034142 It appears from the AHR that frequency for sampling was complied
frequency with. Point 9022(1SP), constitutes a Strip Pit spoil spring that flows
sporadically during spring snow melt,March through June. Table 18
indicates water year monitoring data. It appears that monthly
sampling occurred. Outfalls 003 and 024 did not discharge in 2019.
Quarterly sampling occurred for total dissolved solids, iron, and
6. Parameters to be manganese at outfalls 003. Chronic WET testing took place on an
sampled for NPDES permit annual basis. The spoil spring (1 SP),was sampled on a bi weekly
NPDES CO-0034142 basis. Table 4 indicates quarterly sampling of TDS should occur
and bi monthly sampling of iron. Tables 3B and 4 of the AHR have
reporting discrepancies between them.
7. NPDES NPDES permit TDS concentrations appeared consistent with historic data, while
discharge CO-0034142 recoverable iron shows a slight upward trend within historic ranges.
limitations Points 9003 and 9004 experienced no flow in 2017.
Seasonal discharge occurred at I SP. No recorded discharge from
any on site sediment pond occurred during 2019.
Based on a Memorandum of Understanding between the Division
of Reclamation,Mining and Safety and the Water Quality Control
Division(WQCD),the WQCD enforces CDPS permit conditions.
CWQCC The receiving waters (Segment 13b) are designated "Use-
8.
