wells' disturbance is limited to the wells themselves. Please see the Division's SL-I Bond Release <br /> inspection report, dated March 31, 2021,documenting these observations. <br /> Summary and Conclusions <br /> Based upon a review of the mine permit,the applicant's bond release application, and site inspections,the <br /> Division finds that CAM-Colorado, LLC has not initiated approved surface disturbance activities. As <br /> such, the replacement of topsoil is in accordance with the approved reclamation plan. AS no surface <br /> disturbance occurred,the establishment of vegetation which supports the approved post mine land use and <br /> meets the approved success standard for vegetative cover. The Division finds that the reclaimed area <br /> subject to this bond release is not contributing suspended solids to stream flow or runoff outside the permit <br /> area in excess of premising levels or in excess of adjacent nonmined areas. <br /> PHASE III <br /> The mine site was observed to be in its original condition during the March 31,2021 inspection. The land <br /> remained in its original contours. Vegetation at the site was self-sustaining and met the standards outlined <br /> in the C-088 PAP. There were no observed impacts to the hydrologic balance. The site was stable with <br /> no observed indications of erosion. There were no impoundments created at the loadout. The post mining <br /> land uses of industrial and fish and wildlife to the east of Reed Wash, and rangeland and fish and wildlife <br /> to the West of Reed Wash remain in their original state prior to the loadout being permitted. Please see <br /> the Division's March 31, 2021 inspection report for observations made during the SL-1 Bond Release <br /> inspection. <br /> Summary and Conclusions <br /> Based upon a review of the mine permit,the applicant's bond release application, and site inspections,the <br /> Division finds that CAM-Colorado,LLC has successfully completed all surface coal mining reclamation <br /> operations in accordance with the approved reclamation plan and met all requirements of the Act and the <br /> Rules. <br /> Permit Number C-2010-088 Page 6 of 7 <br />
