This decision will become final
at the close of the thirty (30) day public comment period, which commences with the initial
publication in the The Daily Sentinel. A copy of the proposed decision and written findings is
enclosed.

Cam Colorado, LLC has completed Phase I, II and III reclamation requirments for the 208.6 acres
of the Fruita Loadout. CAM Colorado, LLC has also completed the requirements for termination
of jurisdiction of the loadout. This decision constitutes a full release of reclamation liability for
the Fruita Loadout. Pursuant to Rule 3.03.3(1), the Division is proposing to terminate its
jurisdiction over this entire coal mining operation.

As provided by Rule 3.03.2(6), should you object to the Division's proposed decision, you may
request an adjudicatory hearing.

If you have questions or need of additional information, please contact me.
