Frank Ferns of Elk Ridge Mining and
Reclamation accompanied the inspection and represented the Operator. The site is in Final Reclamation and was
not active the day of the inspection. the weather was clear and dry, Two photos accompanty this report to
illustrate site conditions.
BACKFILL and GRADING—Rule 4.14
Contemporaneous Reclamation 4.14.1;Approximate Original Contour 4.14.2;Highwall Elimination 4.14.1(2)(f);
Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6:
Two areas on the western edge of the reclaimed area have recently been repaired. The areas were low
spots that had the topsoil stripped back, and the low area filled with"bench 1 material"that has been stored on
site. The topsoil was then replaced and the landowner has seeded these small areas with Alfalfa to support the
post mining land use. Post reclamation it is the intention that the landowner will add and additional section to the
center pivot sprinkler system to incorporate this area into the irrigated area. The areas that were filled can be seen
in Photos One and Two. The source of the fill material,the "bench 1 material'pile has been shaped and
stabilized. No evidence of settling, slumping or erosion of the pile was observed.
HYDROLOGIC BALANCE -Rule 4.05
Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10;
Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13;
Drainage —Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18:
The center pivot irrigation system was actively watering the Alfalfa crop at the time of the inspection.
Discussions with the Operator indicate that irrigation waters arrived in the weekend predating this inspection so
irrigation has only recently commenced. The facilities area located at the south end of the permit area was also
observed and to overland flow of irrigation tail water was observed. So signs of erosion,settling or slumping was
observed as a result of irrigation activities on the property.
Number of Partial Inspection this Fiscal Year: 7
Number of Complete Inspections this Fiscal Year: 3
Page 2 of 4
