Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection by Leigh Simmons of the Division of Reclamation,Mining and Safety(Division). <br /> Nicki Poulos of Mountain Coal Company(MCC)accompanied the inspection. The weather was dry and windy, <br /> with a little snow on the ground in shady spots. The mine was active. <br /> HYDROLOGIC BALANCE-Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> The site was generally very dry for the time of year,with a minimal amount of snow remaining around the <br /> facilities area.More snow was visible at higher elevations.MCC staff had been active in cleaning ditches and <br /> refreshing sediment control devices;this work was still in progress. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The longwall was in the SS1 panel,between cross-cuts 14 and 13 on the SS1 head gate. <br /> Development of the E14 panel was complete. Development of the SS3 head gate had just begun. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> No refuse was being generated at the time of the inspection, and none was expected to be produced in the <br /> near future (until the longwall move from the SS1 panel). <br /> The temporary refuse pile on the surface of the RPE was still in place,work had not yet begun to transport <br /> the material in the temporary pile to the RPEE. <br /> The RPEE appeared to be in excellent condition-work carried out in 2020 to improve the entrance to the <br /> pile and to grade and compact the surface of the refuse had been effective in improving the drainage of melting <br /> snow. The underdrain had been extended up the drainage channel above the active surface,above the elevation to <br /> which topsoil had been stripped. The full length of diversion ditch on the west side of the refuse pile was inspected <br /> and the diversion on the east side was inspected from a distance;there was no evidence of breaches to either ditch <br /> or of any damage needing repair. <br /> Number of Partial Inspection this Fiscal Year: 9 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 2 of 11 <br />
