12 March 2021 C-1981-044/Williams Fork Mines RAR <br />Photo 2: Topsoil depth measurement, with a unique horizon profile. <br />The above topsoil measurement exhibited a layer of black soil comprised of a mixture of coal <br />fines and soil. This seems to have occurred as wind picked up soil and coal fines during topsoil <br />operations. The measurement was taken from the top of the black horizon to the surface. <br />BACKFILL and GRADING RULE 4.14 <br />o No backfilling and grading occurred at the portal during the 2020 filed season. These <br />activities are scheduled to resume in spring 2021. <br />RE VEGETATION - Rule 4.15 <br />General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br />o Reclamation and revegetation appeared to be progressing adequately. <br />o Grasses were observed emerging in areas where seeding occurred in fall of 2019 and 2020 <br />along the bottomlands of the Williams Fork River. <br />o The north western area seeded in fall of 2020 showed substantial emergence of sweet <br />clover. <br />o Vegetation throughout the site is beginning to emerge and green. <br />DOCUMENTS RECEIVED <br />None <br />ENFORCEMENT ACTIONS/COMPLIANCE <br />No enforcement actions were initiated as a result of this inspection, nor are any pending. <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 4 <br />
