L D
Ago-awe
Division f l eclamation,
Mining and Safety
Department of Natural Resources
1 I S-ierr pan Street, Room 215
April 7, 2021
New Elk Coal Company, LLC.
Attn: Randal Simpson
12250 State Highway 12
Weston, Colorado 81091
RE: Lorencito Canyon Mine, C-1996-084,Proposed Hydrology Monitoring Plan
Dear Mr. Simpson,
The Division of Reclamation, Mining, and Safety(Division)has reviewed the material that was submitted on
March 22, 2021 as requested regarding the hydrological monitoring plan. The following question are in regards to
that material. Please understand that this may not fully address all adequacy issues for any future amendments or
permit revisions to the Lorencito Canyon permit.
1. There does not appear to be any identified downgradient monitoring locations for the P2 mining area.
Please explain this or update the plan accordingly.
2. MW 4 does not appear to be down gradient of any of the proposed mining areas based on the currently
approved potentiometric surface maps for the aquifer layers. Please explain this or update the plan
accordingly.
3. Please update the potentiometric surface maps of the aquifer layers to be monitored, as it is difficult to
determine the adequacy of the locations of groundwater monitoring wells without that information.
4. Please establish points of compliance wells in accordance with Rule 4.05.13.
5. From the monitoring map provided, the surface water monitoring plan does not seem to adequately
monitor a number of drainages that will be undermined. Please update the plan to include monitoring
locations for undermined drainages or rational as to why they are not deemed necessary. These appear to
include Bonita Canyon, the un-identified drainage between P 1 and P2, Chimney Canyon, Little Pine
Canyon, and Jeff Canyon.
6. Will any or all of these drainages be monitored for subsidence while being undermined?
7. Please identify a lab that will be doing the analysis and a method to get samples there.
OF'Cal
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us
Jared Polis, Governor I Dan Gibbs, Executive Director I Virginia Brannon, Director
y w
7` sNE N
1876
