Pifle Gavel Pit #1 Maich 2021 <br /> 4.0 Exhibit C — Pre-Mining and Mining Plan Map(s) of Affected Lands <br /> Rule 6.4.3 outlines the requirements for Exhibit C as described below and depicted in Figure <br /> 3 through Figure 5. These figures show the total area to be involved in the operation, <br /> including the area to be mined, area of affected lands, adjoining surface owners and roads <br /> (Figure 3); name and location of all creeks (Figure 4), and the type of present vegetation <br /> covering the affected lands (Figure 5 through Figure 8). <br /> The Garfield County Road 346 and Interstate 70 EB and WB roadways are the only <br /> permanent man-made structures contained on the area of affected land and within two <br /> hundred (200)feet of the affected mining land parcel. A copy of the signed Structures <br /> Agreement with CDOT is included in Attachment B. <br /> Mr. Shideler, owner of the property that the dewatering pipeline will cross, has agreements <br /> in place with the structure owners on his property. Scott has requested copies of this <br /> documentation from Mr. Shideler; however, the agreements have not yet been received. <br /> Exhibit A(Figure 1) depicts the existing topography of the area with contour lines of <br /> sufficient detail to portray the direction and rate of slope of the affected area. Figure 1 also <br /> demonstrates there are no buildings nor power and communication lines on the area of the <br /> affected land or within two hundred (200)feet of all boundaries of such area. There is an oil <br /> and gas pad adjacent to the southwest of the property within the Robinson Ranch. <br /> Exhibit C (Figure 4) contains the water and water resources information and Exhibit I (Figure <br /> 18) contains the soils information. <br /> Sheets C3 and C4(Attachment A) also provide details on the dewatering pipeline from the <br /> Rifle Pit to the Colorado River outfall/discharge point. We want to recognize your request to <br /> provide flow arrows from the Rifle Pit to the Colorado River, however the scale of these <br /> drawings is making this detail hard to read. <br /> The Rifle Pit mining operations will install a low-water crossing at the existing tailwater <br /> culvert crossing, as shown in Attachment A in the Drawings. Scott will install Best <br /> Management Practices (BMPs)to prevent mining operations from discharging into or <br /> comingling with these waters. <br /> Scott will also install dewatering wells to support the mining activities. See Section 5.2.1.2 <br /> for more detail regarding water handling during pre-mining and mining operations. <br /> Initial mining extraction operations will take place in 2 extraction stages and include the <br /> areas east of the delineated wetlands. Fencing will be installed at least 10-feet away from <br /> the tailwater channel and wetlands to prevent disturbance of these resources. <br /> 4.1 Adjoining Surface Landowners Map Information <br /> There are four adjoining properties with corresponding surface landowners (as depicted in <br /> Figure 3). <br /> • North—Colorado River Ranch, LLC <br /> • West—Rex Robinson Ranch, LLC; Swanson Colorado Trust; Ilgen, Carrol Jeanne; <br /> Rosa, Linda Jane; Robinson, James Dean <br /> 7 <br />
