22 March 2021 C-1981-010/Trapper Mine RAR <br />TOPSOIL — RULE 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4 <br />o No instability or rilling were noted on the observed topsoil piles. Piles appeared to be marked <br />appropriately and well vegetated. <br />o New topsoil piles along road to ash pit spilled on to Phase III reclamation. These areas <br />have been carved out as redisturbed areas. <br />o Topsoil has been placed in burs along the I Pit. <br />USE of EXPLOSIVES — Rule 4.08 <br />General Requirements 4. 08.1; Pre blasting survey 4. 08.2; Public Notice of Blasting Schedule 4.08.3, <br />Surface Blasting Requirements 4.08.4; Records of Blasting for Surface Coal Mining 4.08.5; <br />Seismographic Measurements 4.08.6 <br />o No blast occurred over the course of inspection. <br />o Less frequent blasting is occurring with the reduced coal production. <br />o Blasting records were checked and no issues were noted. <br />BACKFILL and GRADING — RULE 4.14 <br />o Backfilling and grading has not yet commenced for the 2021 field season as the soil remains <br />saturated. <br />o Reclamation consists of benched overburden hauls awaiting grading. <br />REVEGETATION - Rule 4.15 <br />General Requirements 4.15.1; Use of Species 4.15.2, Grazing 4.15.5 <br />o Reclamation and revegetation appeared to be progressing adequately. <br />o Revegetation was just beginning to appear in areas where the snow has dissipated. <br />o Cows were grazing in areas on the west end of the site. <br />FISH and WILDLIFE— RULE 4.18 <br />Abundant wildlife is often observed throughout Trapper mine. Wildlife included red and white tailed <br />hawks, eagles and waterfowl consisting of merganser ducks, geese and others. A sizeable elk herd were <br />also noted during the inspection. <br />INSPECTION, ENFORCEMENT and CIVIL PENALTIES —RULE 5 <br />Inspections 5.02; Availability of Records <br />o Blasting records from December 2022 through February 2021 were inspected and were <br />found to be up to date and complete. <br />o Permit document records were also inspected. Please see records section below for <br />permit document records.
