property. There is hydraulic communication with two subirrigated fields in the Dry Creek drainage as
well as flood irrigated fields in the Sage Creek drainage. A determination was made that any subirrigated
sites are distant to the permit boundary lying some miles to the north.
Phase 11 Bond Release
o Specific topsoil replacement depth
o Vegetative cover standard
o Post-mining land use
o Sedimentology estimates.
The approved post mining land use for the lands applicable to SL6 is rangeland/wildlife habitat. The
reclamation plan and the approved revegetation standards are designed to achieve the approved post
mining land use. Livestock grazing has occurred on the sites reclaimed lands since 2007. Topsoil depth
replacement information was included in the SL5 Phase II bond release application that was approved in
2014.
Vegetation sampling was conducted by Cedar
Creek Associates in 2015 and 2016 and, sampling
results comprise Attachment D.Revegetation
Success Supporting Documentation of the
application.
The Seneca II West Mine uses weighted average
extended reference areas to evaluate vegetation
reclamation success.The weighted average
y reference area is a compilation of the major
` vegetation communities present prior to mining,
v ,
y` ti with the current reference area sampling data
4 5k ,. •, proportionally added based upon the percentage
l R each community represented in the pre-mining
r landscape. The extended reference area includes
• k '` all undisturbed areas of a representative
1pv vegetative community that lies within the permit
area, and outside of the disturbance area
boundary. The main pre-mining communities
were represented by Aspen (11%
contribution), Mountain brush (35%
contribution), Sagebrush (31% contribution),Steep Mountain Brush (13% contribution), and Western
Wheatgrass/Alkali Sagebrush (10% contribution). The all-hit cover data is adjusted by elimination
of woody plants, noxious weeds and cover of annual/biennial plants in excess of 10%relative cover to
result in allowable all-hit herbaceous cover.
Vegetative cover success is based on the allowable all hit herbaceous cover. Vegetative cover
success on the reclaimed area will be no less than 90% of the cover success standard with a 90%
confidence interval, in accordance with Rule 4.15.8(3)(a).
Vegetation cover data was collected with systematically located transects with an optical point bar
using a point-hit technique along 50 meter transects. A total of 100 data points along each transect were
recorded. Transects were randomly located and oriented. For the BRB3,cover sampling required a
Permit Number C1982057 Prepared by: R.Reilley NIS,GISP
SL6 Phase II and III Page 6 of 16
