3/23/2021 State-co-us Executive Branch Mail-Fwd:[EXTERNAL]Colowyo Mine TR-145 Adequacy Letter <br /> This may be neither here nor there for this discussion, but 50%or more of the East Taylor watershed has been Phase <br /> II released to date. This further justifies the curve number of 62 selected for these Phase II released areas. I have <br /> attached Figure Exh. 7-14ET 2 in which I included the Phase II released areas for further documentation. <br /> For the southern reaches of the watershed,the last piece that is reclaimed is the main haul road from South Taylor <br /> down through the east side of the West Pit. This is the area shown as topsoil and seeded and modeled with a curve <br /> number of 80 in the 2030 to 2032 timeframe. In my professional opinion, the fact that we have older reclamation (3 <br /> plus years and older) directly adjacent to this last piece of the reclamation (on Map 29 shown as 2024-2027) should <br /> give the Division some peace of mind that the southern reaches of the watershed will have time to let the vegetation <br /> establish itself, and be erosional stable before the last reclamation occurs along that ridge line in the PMT. <br /> Given these facts, I am exceedingly frustrated and at a complete loss on why the Division keeps asking to justify a <br /> curve number of 62 that is selected in accordance with Exhibit 7,Table 1 in the approved permit. I do not see a point <br /> of crafting a response at this time, and we end up at the same point again with this comment.
