Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> R -Processing Waste R -Topsoil <br /> CONVOENTS <br /> This was a complete inspection by Leigh Simmons of the Division of Reclamation,Mining and Safety(Division). <br /> Ed Ogrodny of Mountain Coal Company(MCC)accompanied the inspection. The weather was clear and dry,with <br /> snow on the ground.The mine was active. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> Records were available in the mine office,details are given at the end of this report. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5,4.05.6; Discharge Structures 4.05.7,4.05.10; <br /> Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8;Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Ditches and culverts around the lower facilities area were generally in good order. Some ditch segments <br /> around the Sylvester Gulch facilities had received fallen rocks from the steep slopes above.MCC staff should <br /> continue to monitor the rockfall to ensure that the ditches are able to convey the design flow. <br /> The MB-3,MB-4(loadout)and MB-5E ponds were inspected all of the ponds were holding water,but <br /> well below the discharge level.No issues were noted with any of the ponds. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The longwall was in the SS panel,between cross-cuts 15 and 14 on the SS head gate. <br /> Development of the E14 headgate was complete and development of the tailgate was just one cross-cut <br /> from the start line. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> Although the longwall was again in operation,no refuse was being produced and none had recently been <br /> transported to the RPEE.The temporary waste pile on the top of the RPE was still in place.The haul road to the <br /> RPEE was snow-covered and not passable in a light truck. <br /> Number of Partial Inspection this Fiscal Year: 7 <br /> Number of Complete Inspections this Fiscal Year: 3 <br /> Page 2 of 11 <br />
