Bond Release Inspection <br /> The Division conducted the bond release inspection evaluating post-mine topography, drainage control and <br /> revegetation on the SL4 parcels on 25 June 2019 in accordance with Rule 3.03. Details of the Division's <br /> observations during the inspection can be found in the 25 June 2019 inspection report. <br /> The Division notified the operator, surface owners,Bureau of Land Management(BLM),the Office of <br /> Surface Mining(OSM),and the Colorado State Land Board of the inspection via certified mail. Attendees <br /> included: <br /> o Miranda Kawack Moffat County Mine Representative <br /> o Robin Reilley, Colorado Division of Reclamation,Mining,and Safety(DRMS) <br /> o Tom Medlin, Office of Surface Mining Reclamation and Enforcement(OSMRE)#562 <br /> o Jennifer Maiolo,Bureau of Land Management(BLM) <br /> o Graham Roberts,Trapper Mining,Inc. (TMI) <br /> On 10 July 2019,DRMS sent the SL4 bond release inspection report to MCM,BLM, OSM and the Colorado <br /> State Land Board. Evaluation and inspection of the reclaimed areas requested for phase I, II and III bond <br /> release was based on the specific requirements of the reclamation plan and the functional requirements of <br /> the post-mining land use, all topics discussed below. <br /> Adequacy Review <br /> Four sediment ponds and associated channels make up the hydrologic system that areas requested for bond <br /> release drain to as indicated in Table I below: <br /> Table H. Stro Pit Ponds and Associated Acres <br /> Pond Acres 0 Pond Acres Pond Acres Pond Acres <br /> 9A-P I 2.25 9A-P2 0.2 9A-P3 0.13 9A-P4 0.18 <br /> These ponds,during this inspection where observed for stability and functionality. Per Rule 3.03.1(5), <br /> temporary drainage and sediment control structures must be reclaimed in advance of phase I,II,and III bond <br /> release being achieved. Sediment control structures are not subject to the 10 year liability. Pond 9A-P1 has <br /> permanent pond designation from the State Engineers Office as of 1992. During the inspection the following <br /> issues were discussed among the group: <br /> 1. Two topsoil stockpiles at the edge of the prelaw area are associated with nearby ponds 9AP 1 and <br /> 9AP2. Additional stockpiles are located near ponds 9AP3 and 9AP4. <br /> 2. Ponds 9A-P2,9A-P3,and 9A-P4,and their associated topsoil stockpiles had not been reclaimed or <br /> approved as permanent features and do not meet the criteria for Phase I,II or III bond release. <br /> 3. A significant area of Bromus tectorum(cheat grass),existing on the south facing slope just west of <br /> State highway 13 in the Strip Pit parcel. <br /> To mitigate the reclamation of the ponds DRMS in cooperation with OSMRE requested that MCM submit a <br /> Permit Number C1981044 Page 6 of 25 <br />
