Penrose Pit - File No. M-1987-131, Fremont Paving & Redi-Mix, Inc. A few notes from the amendment application. The letter I received from Fremont Paving and Redi Mix referenced an application for a Regular (112) Construction Materials Operation Reclamation Permit located in Section 11. The Permit # M-1987-131 Amendment received by your office 1/14/2021 Item 9 lists Section 14 as the center of the area where the majority of the mining will occur. Perhaps this isn't important, but I find it confusing. 6.4.4 Exhibit D Mining Plan c) states that "This operation is not expected to directly affect surface water..." e) iii " The wash plant will require about 10 acres and will." It appears the thought was not finished. f) MAP i. States "Phases one through five which overlook Eight Mile Creek....." Should that read, Phases one and five? 6.4.7 Exhibit G 3. Refers to water for dust suppression. I've personally observed huge plumes of dust blowing as the result of heavy equipment working at the site west of us. 6.4.10 Exhibit J "In some minor drainage ways juniper and pinon pine have also grown in limited amounts." They should be protected. 6.4.8 Exhibit H Wildlife Information 1. "Impacts on local wildlife are expected to be negligible." That's it? 6.4.9 Exhibit H Soils information There are 7+ pages of soils information. (And only 2 sentences about wildlife.) I'm not qualified to asses much of the information, but: 49 - Kim loam: runoff is medium to very rapid and the hazard of water erosion is moderate to very high. 62 - Limon-Gaynor: Runoff is rapid to very rapid and the hazard of water erosion is high to very high. If plant cover is reduced, protection is needed to control gullying, stream bank cutting and sheet erosion. Slow permeability of the soil. 67 - Manvel: Runoff is slow and the hazard of water erosion is slight to moderate. "Some areas of this unit may be subject to infrequent, shallow flooding."
