The final topography of the reclaimed Hubbard Creek Fan 91 Site is shown on Map 2.05-M6, Sheet 6 of <br />7. Specific details for reclamation of the site are given on page 2.05-65 and -65a: <br />The Hubbard Creek Fansite will include the ventilation shaft, associated ventilation <br />installations, electrical substation, and associated road, Sedimentation Pond F, soil stockpile, <br />and minor ancillary facilities. Reclamation plans for the Hubbard Creek Fansite will be in <br />conjunction with the Upper Hubbard Creek Area at such time that the Upper Hubbard Creek <br />facilities are no longer to support ongoing or future mining operations. <br />Permanent shaft seals will be constructed/installed on the Hubbard Creek ventilation shafts in <br />accordance with applicable provisions of Rule 4.07. The same options exist for shaft sealing as <br />previously described for the Sanborn Creek Mine area. The preferred shaft sealing method for <br />this area will be determined through discussions with the DMG prior to final reclamation and <br />implemented to assure effective shaft closure. All equipment, buildings and above ground <br />structures will be dismantled and removed from the site. All concrete foundations will be <br />demolished to at least two feet below surface and the resulting concrete rubble will be used as <br />backfill or buried in place. <br />All collection/diversion channels, culverts and the sediment pond shall remain as permanent <br />diversions except for collection ditch HCD-4, which will be removed during re grading. Final <br />backfilling and grading will be completed to create a stable final topography appropriate to the <br />post -mining land use. The final topographic configuration of the Hubbard Creek Fansite area is <br />shown by the Facilities Post -mining Topography Map, (Maps 2.05-M6 and the Post -mining <br />Cross Sections, (Map 2.05-E5-M2). Reclamation of the Hubbard Creek Fansite area will require <br />approximately 6,700 cy of fill. That will come from onsite bench material. No additional material <br />will be required to be brought onsite. <br />Approximately 4, 330 cubic yards of topsoil was salvaged from the Hubbard Creek Fansite <br />disturbed area and stockpiled on site for use in reclaiming this area. Following final reclamation <br />grading, approximately I foot of topsoil will be placed on disturbed areas. <br />In accordance with an agreement with the DMG, a vegetation study was conducted for the Bear <br />Creek and Hubbard Creek disturbance areas and adjacent undisturbed areas during the summer <br />of 1981. The results of this study are summarized in Exhibit 2.04-E6, Vegetation Information, <br />and graphically illustrated on Map 2.04-M8, Regional Vegetation. A revegetation plan, based on <br />the study results, is included in the vegetation study report in Exhibit 2.05-E6. Disturbed and <br />reclaimed areas will be prepared and reseeded consistent with the approved revegetation plan. <br />A fence at the public lands boundary was removed during site development. A new fence or other <br />barrier will be constructed at the time offznal reclamation to limit vehicular access to the <br />reestablished roadway and protect revegetated areas. <br />The timing of the Hubbard Creek Fansite reclamation will coincide with the schedule described <br />above for the Upper Hubbard Creek facilities area. <br />The final topography of the reclaimed West Valley Fill and the II West Valley Fill disturbances is shown <br />C-1981-022, SL-2 Page 14 of 23 <br />
