plan drawings included in Exhibit 2.05-E5, Reclamation Details, is designed to provide a <br />reasonable factor of safety. Documentation of the slope stability evaluation for the Bear Creek <br />reclaimed area is provided in Exhibit 2.05-E2, Geotechnical Design and Stability Analyses. <br />Because of existing site constraints, implementation of the final grading plan necessarily <br />involved some reasonable trade-offs. OM attempted to complete final grading according to the <br />design plan to the extent operationally feasible. Where practical operational and safety <br />constraints were limiting, OM and the DMG jointly reviewed field conditions and the status of <br />final grading operations and determined that grading had been completed consistent with plan <br />objectives. <br />The drainage berm above the facilities pad was retained to divert run-on and a small retention <br />area with straw filters or other control measures was established to control sediment from this <br />area. Following regrading of the main Bear Creek facilities area, the riprapped segment of Bear <br />Creek immediately below the Bear Canyon facilities area was repaired and upgraded under an <br />Army Corps of Engineers 404 permit authorization. <br />Degasifzcation boreholes B-4, B-5, B-7, and B-8 were plugged and sealed in accordance with <br />applicable provisions of Rule 4.07, the water tank was demolished and the demolition debris <br />removed from the site and deposed of, and associated surface disturbance areas were reclaimed. <br />Borehole B-6 was converted to a ground water monitoring well to monitor mine inflows and will <br />be plugged, sealed, and reclaimed in accordance with Rule 4.07 when ground water monitoring <br />is suspended. <br />The pre -disturbance land use for this area was undeveloped land. The affected lands have been <br />reclaimed consistent with undeveloped public use lands in order to maintain public access <br />through the area to public lands to the north. The affected portion of the Bear Canyon road has <br />been retained to provide continued public access for adjacent landowners, recreational use of <br />areas to the north, and possible future logging. <br />Topsoil was not recovered or segregated during the construction of the Bear Creek facilities. <br />Soil material were mixed with and incorporated into other surfzcial and near -surface material <br />during construction of the Bear Creekportal bench. The surfzcial materials exposed following <br />regrading operations included mixed soils and weathered surficial and near -surface material. <br />These materials were determined to be suitable as revegetation growth medium and have been <br />effective to date in supporting effective vegetative reestablishment. <br />In accordance with an agreement with the DMG, a vegetation survey was conducted for the Bear <br />Creek and Hubbard Creek disturbance areas and adjacent undisturbed areas during the summer <br />of 1981. The results of this study are summarized in Exhibit 2.04-E6, Vegetation Information, <br />and graphically illustrated on Map 2.04-M8, Regional Vegetation. A revegetation plan, based on <br />the study results, is included in the vegetation study report in Exhibit 2.05-E6. Disturbed and <br />reclaimed areas were prepared and reseeded in 1996 - 199 7 consistent with the approved <br />revegetation plan. <br />The following summarizes the timing of reclamation activities that have or will occur for the <br />Bear Creek facilities area: <br />C-1981-022, SL-2 Page 11 of 23 <br />
