topography, stockpiled topsoil was spread uniformly, and logs and boulders were distributed <br />across the surface. <br />Group 3 (Bear Creek Fansite (leased to Vessels)) <br />The Bear Creek Fansite was reclaimed between 2015 and 2017 in accordance with the design <br />shown on Map 2.05-M6, Sheet 7 of 7. The backfilling and sealing of the vent shaft, and <br />demolition and removal of structures was documented in inspection reports throughout the <br />period. The post -mining land use is "Industrial/Commercial", with designed sediment control <br />devices in place. <br />Summary and Conclusions <br />Based upon a review of the mine permit, the applicant's bond release application, and site inspections, <br />the Division finds that Oxbow Mining, LLC has completed backfilling, grading and drainage <br />reestablishment of the sites in Table 1 at the Elk Creek Mine in accordance with the approved <br />reclamation plan. <br />PHASE II <br />Revegetation sampling and a sedimentology demonstration for the sites included in Table 1 were <br />completed in 2019. <br />Projected sediment yields from the reclaimed areas and an adjacent extended reference area were <br />evaluated using the Universal Soil Loss Equation and compared, in accordance with the method <br />described in Exhibit 2.05-E6, Revegetation Plan, of the PAP. <br />Vegetation sampling took place between June 13 and July 2, 2019. Vegetative cover was estimated <br />using the point -intercept method. Cover transects were 25 m long, with sample data points collected at 1 <br />m intervals, on either side of the transect, spaced 1.5 m apart (giving 50 data points per transect, each <br />reported by individual plant species). Each transect corresponds to a single sample unit. <br />Group 1 (Bear Creek B-Seam Portal & Fansite (US Steel), Lower Hubbard Creek facilities area, <br />Hubbard Creek Fan 91 Site) <br />As described above, reclamation of the Bear Creek B-Seam Portal & Fansite (US Steel) and the <br />Lower Hubbard Creek facilities area took place many years before the SL-2 application was <br />submitted. According to section 2.05.4 of the PAP, the surficial materials exposed following <br />regrading operations included mixed soils and weathered surficial and near -surface materials. <br />These materials were determined to be suitable as revegetation growth medium. Seedbed <br />preparation and seeding took place in 1995-96. <br />Stockpiled topsoil was spread on the reclaimed Hubbard Creek Fan 41 Site in 2011, and the <br />reclaimed area was seeded at the same time. <br />According to the Vegetation Sampling Report, 15 samples were collected, which satisfied <br />C-1981-022, SL-2 Page 19 of 23 <br />
