On November 23, 2011 <br /> CDRMS listed the Leadville Mill as "Designated Mining Operation" (DMO). The DMO <br /> regulations requires the preparation of an Emergency Response and Management <br /> Plan54 and an Environmental Protection Plan (EPP)55. The purpose of the plans to <br /> establish emergency response plans and to set guidelines to manage designated <br /> chemicals <br /> The DMO designation requires an operator (see Section 6 Exhibit C Figure 6-2) using <br /> chemicals such as xanthates, to prepare a safety, chemical and containment <br /> management plans outlining the use, storage, handling, and disposal of chemicals. <br /> Leadville Mill has designed the milling process and the TSF to minimize the amount of <br /> water and chemicals used in the process as well as minimizing the amount of water <br /> required to dispose tailings disposal. <br /> The EPP includes: <br /> • Managing designated and minimizing chemical uses <br /> • Implementing "best management" water recycling technologies, <br /> • Managing and maintaining the TSF56 containment, <br /> • Constructing and maintaining chemical secondary containment barriers, <br /> • Adopting good housekeeping practices, and <br /> sa Sec. 16, Exhibit-Rule 8 <br /> ss Sections 34-32-103(4.9)and 34-32-116.5,C.R.S. 1984, as amended <br /> se The TSF is designed with a leak detection system,drainage net,a geosynthetic clay liner,a 45 mil polypropylene <br /> geomembrane and a sump. <br /> Version 3.0 January 2021 <br />
