Perhaps an older version of this map was submitted with <br />January 20, 2021 package. <br />Volume 14 <br />18. With the changes to post -mining topography as part of the proposed Colowyo TR-145, please <br />provide an updated Map 35A - Bond Calculation Map Worst Case Topography. With the updated <br />Map 35A, please provide the Division updated volumes associated with each reclamation polygon <br />to allow the Division to accurately calculate the reclamation cost estimate with the TR-145 <br />proposed changes per Rule 3.02.2. <br />Map 35A has been updated and provided as required. Further, the volumes associate with Map 35A <br />are being provided under this cover letter, but are not part of the permit application package, and <br />are provided or the Division to calculate the reclamation cots only. Also, when the Division reviews <br />Map 35A, each spoil grading area has been defined with a unique number, and the number <br />corresponds directly to the attached spreadsheet and volumes. Further, on Map 35A, if a specific <br />area doesn't not have a centroid to centroid haul distance the entire area balances within the <br />specified polygon. <br />The Division understands that the provided volumes associated with Map 35A are meant to <br />assist the Division in its reclamation cost estimate and are not part of the revised pages <br />associated with TR-145. <br />Using the information provided, the Division has performed a reclamation cost estimate for <br />changes associated with Colowyo TR-145. The total value of this estimate is $64,031,107.00 <br />(see attached cost estimate). Since the proposed changes are amending currently approved <br />reclamation costs which are already approved as part of the current Colowyo site wide <br />reclamation cost estimate, a cost comparison was done (see Figure 1 below). The Division used <br />all currently approved tasks, including indirect costs specific to those tasks, that correspond to <br />the proposed changes under TR-145. The additional difference in costs between what was <br />approved under Colowyo Mine Midterm No. 8 (MT-8) and TR-145 is the required liability <br />necessary to ensure the Division has sufficient monies to assure completion of the <br />proposed reclamation work to the Colowyo Mine if the work had to be performed by <br />the Division. The total value of this difference is $2,382,850.00 (see Figure 1 below) which will <br />be the increased liability approved under TR-145. <br />Additionally, the Division has included a "liability tracker" (see Figure 2 below) <br />showing all approved liability increases since MT-8 as well as required liability and <br />liability held by the Division. Knowing Colowyo has additional revisions under review, <br />this tracker is meant to help Colowyo follow the liability costs and assist with future <br />liability increases with other proposed revisions. <br />This concludes the Division's adequacy review for the Colowyo TR-145.
