EXHIBIT M OTHER PERMITS REQUIRED <br /> The following permits are necessary for the full operation of the Young Ranch Resource: <br /> 1. Local Government Land Use Approval—Zoning approval by the relevant local <br /> jurisdiction(i.e., Special Use Review Tier 4 Mining Permit in Gilpin County) or <br /> annexation with land use approval by a municipality. <br /> 2. Central City Right of Way—Current slope embankments for the Central City Parkway <br /> will be modified, and access and use of the CCP by site traffic may be subject to <br /> permitting by the City. <br /> 3. APEN—A fugitive air emissions permit is needed from the Colorado Department of <br /> Public Health and Environment. Air emissions permits will be in place for all equipment <br /> and portable plants utilized on site which require a permit. <br /> 4. DWR—An industrial well permit may be pursued with DWR once operations are <br /> underway. Until such a time water will be handled as detailed in Exhibit G. All water <br /> used on site will be legal and accounted for. <br /> 5. SHPO Clearance—The State Historic Preservation Office will provide comment on the <br /> application. See the attached Appendix 6—Reconnaissance Level Cultural Resource <br /> Inventory for the Young Ranch, LLC: Reconnaissance Level Cultural Resource Inventory <br /> for the Proposed Clear Creek Quarry Development, Gilpin and Clear Creek Counties, <br /> Colorado completed by Metcalf Archaeological Consultants, Inc. in June 2020. <br /> 6. An agreement with Central City will be established to use the Central City Parkway as <br /> the primary haul route onto Interstate-70.No off-site hauling will occur until an <br /> agreement is in place. <br /> 7. Blasting Compliance—U.S. Bureau of Alcohol, Tobacco and Firearms <br /> 8. SPCC Plan—U.S. Environmental Protection Agency <br /> 9. Colorado Discharge Permit System General Permit for Discharges from Sand and Gravel <br /> Mining and Processing, as required. <br /> 10.
