EXHIBIT L RECLAMATION COSTS <br /> Mining at the Young Ranch Resource will mine a total of 324.7 acres across 469.7 permitted <br /> acres. Given the length of time it will take to mine this entire site, the Operator will phase the <br /> mining plan and requests the bond be calculated to reflect the greatest incremental default <br /> liability. This worst-case scenario is presently based on mining and reclamation up to the end of <br /> Phase 1. Prior to beginning to mine and open future phases, bonding may be reevaluated by the <br /> operator or Division if future phases will increase the incremental liability. <br /> At the end of Phase 1, and if the site were to permanently close, the entire north facing slope will <br /> need to be backfilled and seeded. While other Phases in the project may be fully or partially <br /> reclaimed as mining progresses, Phase 1 benches are left unreclaimed as they will be redisturbed <br /> as Phase 3 is mined. Therefore, nine 25-foot-high benches of varying lengths (ranging from 150- <br /> 1,100 feet in length) on a 50-foot wide bench will require backfill with comingled waste fines <br /> and forest litter scrapped from the phase in advance of mining capped with blasted rock and <br /> planting tree tubelings and a forest shrub seed mix. The —I 0-acre processing area will be topped <br /> with 2 to 6 inches of plant growth medium prior to seeding with a dry rangeland seed mix. To <br /> reclaim the WRL, a 13.5-acre area along the top of the WRL (at the end of Phase 1) will be <br /> graded and covered with 2 to 6 inches of plant growth medium prior to seeding with dry <br /> rangeland seed mix. <br /> Therefore, bond calculations are based on a projected total of 24 acres of disturbed land at the <br /> time of any default, up to the time of final reclamation, including a 10-acre processing area and a <br /> single 0.3-acre working face. <br /> The following reclamation tasks will be required. <br /> • Mobilization of equipment<45 miles= $20,000.00. <br /> • Active highwall backfilling, grading, and small boulder resurfacing: 7,205 feet of roughly <br /> 1H:0.5V slope will be backfilled along the 50-foot-wide bench at depths required to <br /> create a 2H:1 V slope at a final height of 25 feet. 166,782 CY of backfilled material at <br /> $1.00/CY= $166,782.00. <br /> • Knock-down and grading of the final/active dump lift and the lift below of the eastern <br /> dump: 500 feet of roughly 1 H:1 V slope knocked down and covered with coarse blasted <br /> Young Ranch Resource <br /> February 2020 L-1 <br />
